Subject: Approval of and authorization for the Mayor to execute Change Order NO.2 for Phase 2 of the
Lakeshore Dr. Improvements Project to provide for Bill Breeze Park facilities and landscaping
Background Summary:
Improvements are presently being made to North Lakeshore Drive from Oakland Avenue to North
Lakewood Avenue. These improvements include raising the road and sidewalk to remove a persistent
flooding problem, constructing a retaining wall along Lake Starke to stabilize the shoreline, and other
improvements designed to facilitate pedestrian and recreational activities. As the road work nears
completion, it is time to include improvements associated with Bill Breeze Park, such as replacing
damaged and diseased trees, relocating and widening the sidewalk, installing upgraded lighting and
electrical service, and improving the seating area at the gazebo.
Three new picnic table shelters will be installed along with six park benches, 12 picnic tables (two under
each shelter plus six in the open), 15 trashcans, a drinking fountain, two dog waste stations, and six
charcoal grills. The gazebo seating area, which presently consists of benches set in the ground and
slopes up to the gazebo, will be replaced with benches set into a concrete slab that slopes down to the
gazebo, thereby greatly increasing stage visibility. New access ramps that lead from the sidewalk to the
back of the seating area will provide an improved path and surface for wedding processions and other
users.
The landscaping along the street will be altered through the replacement of six damaged and diseased
laurel oaks with 21 new trees, including two 670-gallon Allee elms, three queen palms, six 100-gallon
sweet bay magnolias, and 10 65-gallon pink tabebuia trees. Under story plantings consisting of 17 3-
gallon buttonbush and 17 3-gallon perennial fountain grass will complement the trees. The tabebuia
trees will be internally lighted with small white lights.
Enhanced lighting will consist of replacement of the original street lights, sidewalk bollards with GFCI-
protected duplex outlets, two duplex outlets in each shelter, and double duplex outlets at the base of
every tabebuia tree. All outlets will include in-use covers and will be separately controlled from a new
power panel located at the intersection of Lakeshore Dr. and Oakland Ave.
Issue:
The Engineering Department has proposed a change order to implement the project modifications
identified in cooperation with the Parks & Recreation Department. Both departments have reviewed the
proposed prices and believe them to be reasonable and comparable.

Recommendations
The Engineering Department recommends that the City Commission approve the proposed Change
Order NO.2 and authorize the Mayor and City Clerk to execute the required legal documents. To fund
the change order, staff recommends that the City Commission approve the allocation of funds not to
exceed $151,140.12 of previously budgeted funds from the Park Impact Fee (110-572-00-6302).

Financial Impact:
The funding for this action is derived from budgeted funds of $250,000 previously allocated for this
purpose, of which 194,282.78 remains before this change order is executed. The balance of funds will
be used to acquire benches, tables, and other park furniture to be installed by the City on foundations
provided by the Lakeshore Drive project contractor, APEC.
