OCOEE CITY COMMISSION WORKSHOP MEETING, January 19, 1984

PRESENT: Commissioners Hager, Cook, Rodgers, Mayor Ison; Attorney Rhodes,
City Manager Burgess.
ABSENT: Commissioner Lyle
Mr. Thomas Kelly and Mr. Alex Hull, of the Professional Engineering Consultants,
Inc. met with the Board of Commissioners to discuss the,'ar'lalyzation of the
Prima Vista Sewer System. The possibility of an acquisition study was
mentioned by Mr. Kelly. A letter sent to the City Manager by PEC, Inc. out-
lined their plans as follows:
1. Review and make a preliminary evaluation of the existing operating
equipment. (pump stations and wastewater treatment plant)

2. Examine the net revenue available for debt retirement.
3. Evaluation of the sale offer made by Prima Vista, Inc.
4. Other conceptual wastewater alternatives will be outlined in order to
give the City some options.
5. A letter report will be submitted to the City summarlzlng the findings
and recommendations of this study, within 45 days of the receipt of the notice
to proceed. (Date agreed upon for this(period to begin is 1/24/84.)
Mr. Kelly also mentioned to the Board of Commissioners that his firm will per-
form the services specified above for the flat fee of $4,200.00. Mr. Kelly
e assured the Commission this fee would not be increased for any reason.
Mayor Ison stated that the City should consider hiring a full-time City
Engineer; conceivably this situation may have been avoided if the City had
had their own Engineer during the construction of the area in question.
FOREST OAKS UPDATE - MR. JEFF FUQUA
Mr. Fuqua met with the Board of Commissioners to discuss the Forest Oaks
potable water agreement which had been revised by the City Attorney. These
revisions were agreed upon by all concerned parties.

Preliminary plans for flood proofing (drainage) of these lake's were discussed
by Mr. Graham as he presented a blue print of a proposed solution to the
drainage problems of these lakes. The total net cost of this complete
project was estimated by Mr. Graham at $360,000. Mr. Graham told the
Commission Members that this project could be accomplished in sections, such
as, Lake Moxie to Stark, then lake Peach to Moxie. Mr. Graham will appear
before the Board of Commissioners at a later date to request approval for
continuation, i.e. Phase II, of this project.
SANITATION RATE INCREASE - CITY MANAGER
e The City Manager presented a proposed ordinance that would raise the Sanitation
Rates charged to commercial customers. There was discussion about amending
the proposed ordinance to define what a commercial account is; Attorney Rhodes
stated he was not sure this was necessary. This proposal was tabled until the
next Commission Meeting.

The City Manager rrentioned to the Board of Carmissioners that the Sanitation
Deparbrent's G.M.C. Packer truck is in need of a new transmission at a cost
of $8,000. The Sanitation Deparbrent has only $7,000 allocated in their budget
for the repair of Vehicles. Mr. Burgess suggested to the Board of Conmissioners
that they use the fund allocated for this in the 82/83 budget, as sufficent funds
remain .
