WORKSHOP
JOINT MEETING
CITY COMMISSION - PLANNING & ZONING COMMISSION
JANUARY 24, 1984
PRESENT: Mr. Breeze, Mr. Colella, Mr. Lahde, and Mr. Smith from
the Planning & Zoning Board, and from the City Commission
Commissioners Cook, Rodgers and Hager, Mayor Ison, and
City Manager Burgess.
ABSENT: Mr. Brooklyn, Mr. Magill, Mr. Sanders, and Mr. Yount.
Commissioner Lyle, City Attorney Rhodes.
CALL TO ORDER: Mr. Bill Breeze, Chairman, called the special
meeting to order.
REVIEW THE COMPREHENSIVE PLAN FOR UPDATING & REVISION
The Plan has to be reviewed every five years by law, Mr. Breeze
stated. The idea of revision & updating is so the Comprehensive
Land Use Plan, The Ordinance, and the Zoning Map will comply
with one another. Mr. Breeze stated the Plan must be more
specific in wording, so there is no room for doubt or question.
Mr. Breeze stated the Commissions. were gathered together to
make:
1) Broad Goals
2) Broad Objectives
3) Guidelines to accomplish the task
Some objectives discussed were as follows:

To have sufficient parking in commercial areas.
To widen the roads, and make the traffic flow
efficiently.
Encourage future developers to have a percentage
of land set aside for recreational purposes.
Enforce marine regulations on Starke Lake.
Group housing - Foster care.
Services for the handicapped.
Telephone and cable services (Utility Element)
Larger commercial accomodations for citizens.
Adequate potable water service to all areas.
Encourage use of septic tanks in areas where
soil conditions are favorable.
Consider encouragement of Cluster homes develop-
ment.
Review/Revise Zoning Ordinance
Review/Revise Subdivision Ordinances.
A more detailed explanation of goals and objectives will be
discussed at the next Work Shop scheduled for February 28, 1984.
The Commissions' intentions are to cover Chapter 1 & 2 of the
Comprehensive Land Use Plan.
The two Commissions adjourned at 9:50 p.m..
