WORKSHOP

Mayor Ison called the workshop to order at 7:30 p.m.
BUDGET REVIEW:
City Manager Burgess reported on the first quarter of fiscal year 83/84 budget.
He quoted the exact figures for each account, expenditures and revenues. City
Manager Burgess stated that each department supervisor has had control over their
own department~ budget, and he added, they have done well. City Manager Burgess
explained that the City was over in some accounts such as:
Workmen's Compo
Group Health
Salaries
Election machinery/fees
Over 65 Program
Sick Leave Policy
Contingency Fund
Uniforms
Power Co.
P.O.L.
Phone (United Te1epnone)
The total of cash and investments is $1,919,742.00, Mr. Burgess stated.
EMPLOYEE PAY ADJUSTMENTS
City Manager Burgess stated the consensus of the Employee Forum Meeting on Jan.
11, 1984, was the employees want pay raises. Mayor Ison stated our biggest
investment are our employees, and the City is in good financial condition. City
Manager Burgess stated he would like to bring ~tarting salaries up an average
of $2,000.00 per year. He stated the City employs seventy-five (75) full time
persons, three of which are actually part-time but are full force, and twenty-two
(22) reservists for the Police and Fire departments. City Manager Burgess stated
we have fifty four (54) employees in the low group, fourteen (14) in the middle
group and seven (7) persons in the supervisory group. Commissioner Rodgers
asked what the total dollars were. City Manager Burgess stated he would like
to raise the low group $2,000.00 per year, the middle group $1,500.00 per year,
and the supervisors group $1,000.00 per year. The total estimate is' $145,000.00
annually. Comm. Cook suggested employees get water and garbage service free of
charge. Comnl. Rodgers stated he would like to see additional compensation for
certifications or other schooling accomplishments. City Manager Burgess stated
he was working on a merit plan which is similar to that concept.
FEDERAL REVENUE SHARING FUNDS
City Manager Burgess stated we have $93,000.00 Federal Revenue Sharing Funds,
which we must use before the time frame runs out. Mr. Burgess continued, that

the monies were allocated for a fire station, but to stay away from the Davis/
Bacon Act the City must not use the monies for construction. The Commissioners
agreed to build a new fire station. The Mayor asked to have the fire station
put under New Business on the next Commission Meeting, which is February 21, 1984.
City Manager stated Mr. Hull, from Professional Engineering Consultants, said
he will notbeable to report on RCA by the 21st of February, but he will come
to the Joint Workshop on February 28, 1984. Mr. Burgess said Mr. Hull's main
concern is whether the upfront tap money is available. Mr. Hull said that RCA
is cooperating.
Mayor Ison stated on March 3, 1984 the Ocoee Little League is having a parade
starting at the Ocoee Elementary School. The Little League would like the
City Commissioners and the Mayor lead the parade.
City Manager Burgess stated the plat for Forest Oaks was back, had been modified
and the City Engineer had signed it.
The Workshop ended at 9:28 p.m..
