JOINT WORKSHOP MEETING
CITY COMMISSION - PLANNING & ZONING BOARD
MARCH 29, 1984
PRESENT: Mayor Ison, Comm. Cook, Comrn. Hager, Mr. Bi1J Breeze, Mr. John
Bateman, Mr. Edgar Brooklyn, City Manager Burgess, Assistant City Manager
Griffin, and Deputy Clerk Louloudis.
ABSENT: Comm. Lyle, Comm. Rodgers, Mr. Marvin Sanders, Mr. Burton Smith, Mr.
Leroy Lahde, Mr. Glen Thomas, and Mr. Ron Colella
COMPREHENSIVE LAND USE PLAN REVISION
The workshop came to order approximately at 7:30 p.m.. The intent of the
Workshop was to go through Chapters 4 & 5 of the Comprehensive Land Use Plan,
to discuss anything that should be added, or changed, or revised.
Mr. Breeze suggested to hire a professional soon to get the preliminary work
started.
Mayor Ison stated the revised Comprehensive Land Use Plan should be more specific.
1) The revised plan should state specific property to be zoned commercial.
2) Phase out the sore spots in the City by zoning, and name them in the revised
edition.
The following subjects were discussed under New Areas of Development:
1) Use PUD - Planned Unit Development
2) Not rule out Mobile home parks, but get strict regulations for adequate
parking accomodations, and attractive surroundings.
3) Start requiring strict regulations of new subdivisions, such as:
a. Child care centers.
b. Foster Care facilities
c. Parks, recreational areas.
d. Take consideration for schools, hospitals, shopping areas, etc.
City Manager should review the City Budget with Local Planning in order to
assure that the budget is in conformance with the Land Use Plan.
Mayor Ison asked how big should Ocoee get?
1) Geographic outline will limit the City Boundaries.
2) City Services such as water, sewer, police and fire departments will limit
expansion.
3) The question of having a Reserve Annexation Ordinance was discussed.
4) Ocoee needs commercial industry, restaurants, shopping centers, and
entertainment.

Other ideas and subjects discussed were as follows:
1) Have a yearly calendar of events made.
2) Ocoee has had enough government assisted homes, or starter homes.
3) The Code Enforcement Board must enforce the Codes, and the members must
be tough.
4) Ocoee needs to increase the quality of housing.
5) Ocoee needs to encourage annexation, as the City controls land use of any
property within City limits.
6) Two year moritorium, good idea.
7) Hiring a City Planner vs. a Consultant.

The Workshop adjourned informally at 9:15 p.m..
