Member Bateman; City Manager Burgess; Assistant City Manager Griffin Meeting began informally at 7:38 P.M. It was determined that although the setting of goals and policies was entirely within the capabilities of the P & Z Board, the actual work on the Comprehensive Land Use Plan would be more practically done by a professional planner, and P & Z Board will so recommend at their next formal meeting. In reviewing the chapters scheduled for consideration at this time, the following suggestions were made: Chapter 6: Update water supply, irrigation and statistics and establish policy to extend city services only by way of annexation. Goals and policies should be reworked. Problems have been identified and City Manager has program to solve. Selverage treatment: Delete Winter Garden plan as an option (Alternate #1) Pursue #2 and return to having the developer pay the cost of developing city as in Alternate #3. On page 6 & 7 items should be put on annual calendar. Septic tank usage was discussed. I Chapter 7: Update electric power. Consider that County is preparing to approach all public utilities for contracting for garbage/land fill toward plan to use it for energy. Chapter 8: Update traffic reports with new information from Police Department. Bowness Road should be developed so that truck route can be directed away from Bluford Avenue as number one priority. Number two priority should be intersec- tion improvements and turn lanes. Number three should remain same. Chapter 9: Update sewer information as to number of and location of plants. Future plans for sewer depend on ownership of facility. General: Somewhere in subdivision planning in initial concept recreation facilities should be fully developed by the developer.
