CALL TO ORDER
Mayor lsan opened the Special Session at 7:33 p.m..
PROPOSED SOLurIONS TO OCOEE I S {'lATER SUPPLY PROBLEM

City Manager, Clyde Burgess, opened the agenda with infonnation concerning
his proposals to the water supply problem. Mr. Burgess referred to the copies
of his analysis which he had given to all of the Ccmnissioners. Break dONns
on cost were given as follows: 1,252,200 dollars for the south area, based
on the Kissi.rrlree Well and Plant, without high service pumps which he stated to cost
approxilrately 15,000.00 dollars apiece. Mr. Burgess stated that on the north-
ern portion of the City, the approxilrate cost would be $940,000.00 dollars
excluding the high service pumps that v;ould be needed there also. Mr. Burgess
stated that basically what he was proposing went into the two (2) Ordinance
drafts as follows: (I) Water Extension Policy (2) Consurrer Regulation
and Water Service and the Developer Agreerrent. Mr. Burgess also referred to two
docurrents concerning a schedule of water rates and a developer agreercent.
Mr. Burgess took the proposed \'later Extension Policy and read through it with
the Ccmnissioners to see if there were any questions they might have. There
was considerable discussion between the two Ccmnissioners and the Mayor with the
City t-1anager. The Mayor referred to Page 3, of the Water Extension Policy
prOJ;osal and asked the City Manager to fill in the aroounts being proposed for
single family residence and llUllti-family residence, for cormection charges.
Mr. Burgess stated that the proposed amJunt for connection for single family
residences was $260.00 dollars and IlUllti-family residences connection was
$200.00 dollars for each living unit in the structure or building.
After considerable discussion the Mayor stated that he felt that if the
Camrissioners elected to approve the first two pages of the proposed \'later Exten-
sion Policy, that the pages should be condensed and added to the five year plan.
Concerning the Draft on Developer Agreem::mt, it was agreed upon that the
Camrission should nove quickly to accept or reject it, to make it of use to
the City.
'!here was considerable discussion on the need for above ground storage tanks on
the south portion of the City. Mr. John Cockrell, the City Water Superintendent,
Camri.ssioners, Mayor and the City Manager discussed different locations, sizes,
prices to be brought before the full Canmission for consideration. '!he Mayor
asked Mr. Cockrell to work on spread sheet for canparison on water consumption
for the City in relation to other Cities close to the sarre proposed growth size.

'!he discussion went to carbined feelings that the City would see considerable
growth, residential and ccmrercial, in the next two years. It was agreeable
that for next year I s budget there should be a $200.000.00 dollar fund set aside
Eor the south side water improvenent system excluding all other allocations for
the budget.

The discussion, at this point, led to the north side of the City. After consid-
erable discussion on the fact that the north side of the City was in need of
new and improved sized water lines, the Mayor stated that he felt that the north
side of the City should be first priority.
Mr. Hager rroved to have John Cockrell and Mr. Burgess go to work on an up to
date report on the north side water system, to be given to the Camrission as soon
as possible, along with proposed solutions. Carro. Cook seconded the rrotion. At
this point the City Attorney stated that there was no need for a rrotion. John
Cockrell and Mr. Burgess agreed to go to work on the project right away.
The Mayor asked the City Attorney to continue to -work on the paper work for the
four docurrents in topic of the night's rreeting. '!he Attorney stated that he
should have it ready by the next regularly scheduled Camrission rreeting.
The City Attorney suggested to have the City Manager obtain an estimate of cost
for an engineer for the Water Extension Project master plan, and the cost
estimate for the project itself.
The Mayor then stated if there were any other subjects to be brought up about
the subject at hand. The City Manager then handed out envelopes for the Mayor
and the Carmissioners and the City Attorney. The envelopes contained copies
of Mr. Burgess' resignation. Mr. Burgess stated that it was a final decision
but that he would 'WOrk hard on continuing work on the important projects that
were now on the City Manager's desk until July 21, 1984, which is to be his
last working day before leaving the City Manager I s position.
At this ti.ne Ccmn. Cook rroved to adjourn the Special Session. Caml. Hager
seconded the rrotion and the vote was carried unaninously. 'Ihe Special Session
ended at IO:19 p.m..
