Cook, Hager, Rodgers; P & Z Chairman Breeze, Members Bateman, Lahde, Sanders, Smith, Swickerath; City Manager Griffin ABSENT: Comm. Lyle; P & Z Members Brooklyn, Collela CALL TO ORDER Mayor Ison called the joint worksession to order informally at 8:55 P.M. Mayor Ison advised that he had several pages of revisions for the Comprehensive Land Use Plan and suggested that other members speak into a tape recorder with their suggestions and submit them to the City secretaries to transcribe. Walter Elwell, City Planner, greeted members and advised,that he had been employed by the City for one week and had spent that time famtl iarizing himself with the avai lable material. Mr. Elwell advised that statute requires that the existing plan be evaluated as to accomplishment of goals and plans and would appreciate input from people who have been here a long time. Chairman Breeze suggested that, although the legal requirements do need to be met, it is also pressing to Jget a tentative plan in front of the Commission. Mayor Ison pol led the members regarding annexation. Sanders: Should proceed with caution so as not ~o overload city's resources. Lahde: Should put out a line beyond which someone else cannot move in on us. Swickerath: Should go ahead with intent to annex showing area of interest. Coo k : D i tt 0 Rodgers: Feels that we have already made statement regarding our intentions with preparing for growth. \~ould like to see boundariesat;East Crown Point Road, Fullers' Cross Road, out Ocoee-Clarcona Road to Clarcona area, south on Apopka-Vineland Road to down Good Homes Road to Old Winter Garden Road) west along Old Winter Garden Road to approximately where the Haille property is) south across turnpike and eventually include that and possibly even to the city limits of Windermere, then west again to near YMCA. Is not in favor of annexing just land mass but rather as developers are prepared to develop. Regarding Sewer System: Rodgers: Should be designed to deal with industrial, commercial) multi-resi- dential areas and have septic tanks for residential areas. Regarding business development: Sanders: Expand industry Breeze: In each development reserve 20 acres for commercial so that people will not get in their cars and drive to Pine Hills to do their shopping. Rodgers: Any artery for 20 yards back should be reserved for commercial. Hager: We can be selective In what we do and do it in an orderly fashion; in favor of industrial and commercial growth. - I- - JOINT COMMISSION/P & Z WORKSHOP JULY 24, 1984 PAGE 2 Mayor Ison summarized with stating that we are sort of positive regarding growth and business and commercial. Mr. ~mith stated that we should follow the plan we have. Ch. Breeze said that if we are in favor of growth we need to make it clear that developers pay their own way with impact fees and we should consider impact as much as three streets away. City Planner Elwell advised that some of these things are handled in the planning elements and may not need to be addressed in CLP. Comm. Rodgers advised that there are some suits in courts now because of lack of specifics in plan. The recommendations from all members are to be ready to distribute this week.
