The special workshop was called to order by Mayor Ison at 7:30 P.M. with Commissioner Bateman leading everyone in prayer. PRESENT: Mayor Ison, Commissoners Bateman, Rodgers, Hager and Cox. (Note: Commissioners Cox and Hager arrived ap- proximately 10 and 15 minutes respectively after the meeting began.) ABSENT: None. OCOEE HISTORIC COMMISSION MEMBERS PRESENT: Willie Evans, Joan Shane, Mac Martin, Kate Martin, Elizabeth Maguire, Betty Ervine, Alice Bass and Jane Winchell. (Note: Ken Morris arrived later in the meeting.) DISCUSSION MAGUIRE/WITHERS HOME AND OCOEE HISTORIC COMMISSION FUNCTION: . In the absence of Tony Christian, Joan Shane explained some of the concerns of the Ocoee Historic Commission. They felt there needed to be some clarification of their duties and responsi- bilities. They endorsed the plans that had been submitted by the City Commission and felt they should be more of an advisory board. All of the Historic Commission members questioned their effectiveness as an official board and agreed they should be more of an advisory board to the City Commission on matters of the Maguire Home. They also are looking into other sites that may be of historical significance. All in all, their main concern was what the City Commission wanted them to do. Mayor Ison stated that he wanted the Historic Commission in- volved and felt there were three things that needed to be addressed. The first thing is "Organization - getting something done", the second thing is "who is going to drive it" and thirdly "Intended Use of the home". All of the City Commissioners agreed that the Ocoee Historic Commission should be involved and make recommendations, but they felt the City should handle the monies and funds for the major renovations. The Historic Commission expressed concern because the City Attorney had stated that the funds they had collected should be controlled by the City. City Manager Ken Griffin explained that the reason for that was involving monies spent for the t1aguire/ withers Home because it is owned by the City; therefore, City property and the City should control those monies. The City Commissioners all agreed that the Historic Commission could handle their own funds and if they had plans for the Maguire/ Withers Home, they could submit them to the City Commission for approval. . City Manager Griffin also stated that there are tremendous re- sources on the Historic Commission and he would like their help _----.J Page 2 - Commission Workshop, February 14, 1985 . in working towards the designation of "National Registry of Historic Landmark". Some of the work has already been done, but there is a lot more to do. If they get the designation, funds will be available for restoration. Commissioner Rodgers told the Historic Commission that he would recommend a Resolution at the Commission Meeting on the 19th, that would designate the Historic Commission as the official body responsible for recommendations and design for restoration of the Maguire/Withers Home. Mayor Ison reiterated the "Three" major issues that needed to be resolved - Organization, Who Drives and Use. He suggested the Historic Commission come to the City with a proposal and although there are no specific funds budgeted for this project, they can request some monies and be thinking about monies that will be needed in the next budget year. Other items discussed specifically were, water to the home, the yard, parking lot, pests (rats) and general use of the home. Everyone agreed that the priorities in order were the foundation, roof, and first floor which includes electrical and plumbing up- grading, -then proceed with the rest of the work needed to be done. .
