MINUTES OF THE WORKSHOP SCHEDULED AND HELD ON MAY 21, 1985
PRESENT: Commissioners Cox, Rodgers, Bateman, and Hager,
City Attorney Kruppenbacher, City Manager Griffin, and Deputy
Clerk Louloudis.
ABSENT: None.
DISCUSSION ON IMPACT FEE ORDINANCE.
Mayor Ison stated he had basically two problems with the
Ordinance. The mathematical formula impact for commercial is
way out of line compared to the residential impact; and the
way the Ordinance is worded.

Comm. Rodgers stated the Ordinance ought to be abolished.
Comm. Rodgers stated the intent of an impact fee is a cure
not a prevention. He continued, we should prevent the
problems. Comm. Rodgers stated we have recently adopted
strict Subdivision Regulations and they should take care of
the potential problems. If there is a problem with off-site
drainage then the City Engineer should address it with the
developer. Comm. Rodgers stated he is concerned with the
amount of fee; and secondly, the impact fee itself. The main
reason being the fees can not be spent in another part of
town on another problem. Comm. ROdgers stated with the
professional people we have we should be able to project
potential problems.
Comm. Hager stated we had a City Engineer and Subdivision
Regulations previously and got into a lot of problems. Comm.
Rodgers stated the present Subdivision Regulations are more
precise.
Atty. Kruppenbacher stated an impact fee is collected from
the developer to pay for the impact the subdivisions put on
the City. We must sustain those monies for the impact that
particular development puts on the City.
Mr. John Howell, from the Home Builders Association, was
present and stated each development is unique and should be
treated separately. Mr. Kruppenbacher asked Mr. Howell if he
would draft a sample Ordinance. Mr. Howell stated he would
be glad to but he could not get it finished until the end of
the first week in June.

Mr. Randy Freeman, 151 Silver Star Road, stated the Ordinance
was not clear in reference to Mobile Homes. The Ordinance
should delineate between placing one mobile home on one lot
and a mobile home subdivision. Mayor Ison agreed.
The consensus and motions were discussed in the regular
meeting. The meeting adjourned at 6:30 p.m..
