TOWN MEETING FOR BUSINESS MEN/WOMEN - JULY 9, 1985

Meeting called to order at 7:25 P.M.
Mayor Ison. Commissioners Cox, Hager, Bateman, Rodgers, City Manager Ken
Griffin and City Clerk Helen Catron present.
Mayor Ison explained to the people present that the city is in the process
of going through the budget for 1985/86 and wanted to know of any special
items they may want.
The following people made comments:
1. Randy Jacobs - He asked to be last.
2. Don Wingate, Wingate Auto Parts and Repair, stated that his business is
in Orlando but he's considering relocating in Ocoee and wanted to know
what the City of Ocoee would do if Orange County adopts the transportation
impact fee. He said the fees would be prohibitive for him and he would
have to locate elsewhere. The Commissioners assured him that the City
would not charge for a county impact fee. They told him they had an
impact fee ordinance but did away with it due to some flaws ,and are
researching possible ways to come up with a fair and equitable ordinance.
3. John Denig, Denig's Donuts or More. 29 W. McKey, Ocoee, asked about the
status of the sewer system. Mayor Ison stated that he hoped to have a
report at the next commission meeting, but there would not s,ervice avail-
able anytime in the near future.

4. Grover Voss, 416 W. Colonial, Orlando. owns approximately 38 acres east
of Ocoee and may want to annex into the City. He questioned the avail-
ability of sewer also, and acquiring city services.
5. Ken Willett Mobile Service, 2701 E. State Road 50, Ocoee, asked for infor-
mation on the shopping center that is planned around his property, and
status of road improvements for that intersection. Mayor Ison stated
that the shopping center had changed plans and were now planning for
Spring 1986 and the State Department of Transportation has already been
asked about improving the intersection.
6. Alton Julian - Mr. Julian is a builder and he asked about the tax monies
and where they went. He felt the impact fee idea was unfair. The
Commission suggested Mr. Julian get with Ken and Staff and take a look at
out budget to get a better idea of the monies received as the taxes are a
very small part of the budget.
7. Jim Sills, D J's Auto Sales, 1 W. McKey, Ocoee, suggested the city buy land
for future expansion before all of the area becomes developed. Mayor Ison
asked if he had any thoughts for the downtown area. Mr. Sills said he
had some thoughts for his building and was wondering if there were govern-
ment funds available for restoration of the downtown area.

8. Bob Petis - Mr. Pet is has a business downtown and asked about the parking
downtown as it is a problem.
9. Burton Smith - Mr. Smith has a business in Ocoee and is also a resident.
He stated that he was not in favor of diagonal parking.

10. Randy Jacobs, R. J. Associates, 616 Main Street, Windermere, and a
resident of the City of Ocoee stated that he hoped the City takes a
progressive stance and make the city a viable place to live. He
would like to see more movement towards community identity and also
develop a City Core. He suggested the possibility of an Industrial
Development Commission. Mayor Ison explained that they were becoming
involved in the various clubs and organizations locally and around
the county so that Ocoee would become better recognized. Commissioner
Cox suggested paying someone to lobby for industry.
The Mayor and Commissioners thanked everyone for coming and getting involved.
Mayor Ison suggested that the business people spend a half day ~~ith one of
our departments in order to get an idea of how the city runs.

SPECIAL COMMISSION JOINT WORKSHOP WITH PLANNING & ZONING BOARD, JULY 9, 1985

PRESENT: Mayor Ison, Commissioners Cox, Bateman, Hager, Rodgers,P & Z
Members Smith, Swickerath, Lahde, City Manager Griffin and City
Clerk Catron.
ABSENT:
P & Z Members Breeze, Sanders, Brooklyn and Colella, also alter-
nate Liz Cook.
Meeting called to order at 9:00 P.M.
Mayor Ison explained that this meeting was called for the purpose of getting
input from the P & Z on permitted uses within the zoning classification.
A problem with used car lots had brought this matter to the attention of
the commission, and they had discussed the possibility of making the used
car lot a special exception instead of permitted use. Commissioner Rodgers
suggested there may be other areas they may want to make a special exception
and requested they get input from the Planning and Zoning Board.
City Manager Griffin sent a memo to the Mayor and Commissioner and addressed
serveral categories they may want to consider. Among those listed were:
Bar - Lounge - Tavern, Dance Hall, Laboratories, Liquor Stores, Pawn Shops,
Private Clubs, Reserach Laboratory, Implement and Machinery Sales, New and
Used Auto Sales, Bottling works, and Machinery Sales and Repair Shops.
The P & Z Board Members present did not have a copy of the memo and were not
prepared to discuss all of the aspects.

Jim Swickerath stated that he was not in favor of censorship and had enough
faith in his neighbors to not support any business that was not legal or
moral. The Commission explained that this was not there intent. They
only wanted to have a better control over some types of businesses and their
location. They are not prohibiting the business, only making them come before
the Commission for approval and indentifying certain potential problem areas.
The Zoning Regulations were passed and updated in 1977 and Mayor Ison stated
they were trying to play "catch-up". There is spot zoning in sl~vera1 areas.
Commissioner Rodgers asked Mr. Swickerath if he thought the P & Z would be
in favor of updating and changing the zoning classification in the downtown
area. Mr. Swickerath stated that if the Commission presented a good case
that the P & Z Board Members were fair minded and would seriously consider
the proposal.
Burton Smith felt that the Commission had some good ideas and was in favor
of making some of the classifications "special exceptions".
Leroy Lahde also recognized that there were some problem areas especially
where Industrial is next to Residential.
Commissioners Rodgers stated that all corridors and main arteries should be
addressed with set back requirements and road right-of-ways. The Commission
all agreed that with future growth plans and proposed beltway planned by
DOT that the zoning should be addressed along with the Comprehensive Growth
Management Plan.

Mayor Ison asked the P & Z to meet on the "special uses", tentative date July
23, 1985 at 7:30, if they can get a quorum, and get back with a recommendation
to the Commission. They will all be contacted.
