PUBLIC HEARING - LAKE MOXIE/PEACH FLOOD CONTROL PROJECT - JULY 18, 1985 PRESENT: Mayor Ison, Commissioners Rodgers and Cox(Cox arrived at 7:30P.M. after hearing began), City Clerk Helen Catron, and City Engineers Kelley and Merkel. ABSENT: Commissioners Bateman and Hager The Public Hearing was opened at 7:00 P.M.. Mayor Ison explained to the people present that we were required by the Department of Environmental Regulation to hold this hearing as part of the permitting process for the drainage project for Lakes Peach and Moxie. He also explained that we fall under the Saint John's Water Management Distict and we are limited on how we can best control the flooding. Commissioner Rodgers explained and made comments on some of the problems that the city has encountered and praised Professional Engineer- ing Consultants for their diligence in trying to solve this matter. ~. Engineer Kelley then explained to the residents of the area how they planned to solve the problem. He handed out papers explaining what they were going to do and he placed maps on the wall showing where the control structures would be placed. The proposed project consists of : (1) constructing a lake level control structure at Lake Peach and a drainage outfall from the structure to Lake Moxie; and (2) constructing another lake level control structure at Lake Moxie along with an outfall from the control structure to a drainage ditch on Lakewood Avenue. Also as part of the permitting, the city has to restore old retention ponds. We also will plant Cypress trees on the west end of Lake Moxie. Mayor Ison explained that there were no funds allocated for this project in this budget year. They had estimated the cost to be approximately $137,000.00, this does not include restoring the old retention ponds or the planting of any trees. Mayor Ison also stated that the bids were opened today but has not been awarded yet as that has to be done at a regular meeting and be placed on the agenda. He estimated that we have spent $50,000.00 on engineering fees already. There are different approaches to funding the project and he asked the residents how they felt about a Municipal Service Tax District as one of the alternatives. Others are bonding programs, sales tax monies and other sources of revenues. He stated that he was just explaining this trying to get their feelings. Engineer Kelley said that the estimated time from start to finish of the project was a 90 day construction period. Mayor Ison asked the residents present if they were in favor of the project that has been proposed; 27, by a show of hands, said they were in favor and none opposed the plan. The following residents spoke and asked questions - Mr. J. O'Connor, Mr. H. Pevehouse, Mr. Hippensteel, Mr. Oci1ka and Mr. Mathias. Mr. Creech told the Commission that he would give the city an easement on his property for the outfall and he was sure others would do the same. Most everyone agreed that time was of the essence, especially with the summer rains. There were 35 residents who signed the "sign-up" sheet. !e Mayor Ison and Commissioners Rodgers and Cox thanked everyone for coming to the meeting and for their input.
