HomeMy WebLinkAbout08-08-85 WS . . . COMMISSION BUDGET WORKSHOP HELD AUGUST 8, 1985 PRESENT: Mayor Ison, Commissioners Rodgers, Bateman, Hager, and Cox, (Comm. Cox came in at 7:44 p.m.), City Manager Griffin, and Deputy Clerk Louloudis. ABSENT: City Attorney CALL TO ORDER Mayor Ison called the budget workshop to order at 7:32 p.m.. Mr. Kelley was present to explain to the Commission that the ditch system in Ocoee is very overgrown, and requires immediate attention. Mr. Kelley asked that the Commission instruct the City Manager to have employees begin cleaning the ditches as soon as possible. Mr. Kelley instructed we get Orange County involved if they will. Mr. Kelley explained that this should be a top priority project, if we get a storm we will be in bad shape. The water will not be able to travel the ditches as they are all overgrown and choked. DISCUSSION OF THE BUDGET FOR FISCAL YEAR 85/86 Mr. Griffin began by stating that we did not know if we will be getting any FRS monies, or not. Mr. Griffin stated he asked the Supervisors what there departments needed for the next year, which are listed under Dept. Request, on the printout. Mr. Griffin stated he has tried to include all the projects the Commission has addressed, and asked to be included in the budget for 85/86. The proposed budget totals are as follows: Revenues Expenditures General Fund Water Fund Sanitation Fund Sewer Fund 2,495,681 416,200 412,300 20,000 66,000 carryover 3,776,877 526,789 444,920 117,219 The totals show in every fund that expenditures exceed the revenues. The Commissioners began with the salary portion of the budget. In general government, Mr. Griffin proposed hiring a purchasing agent, and a Public Works Director/City Engineer. Mr. Griffin felt we could save enough of Consulting Engineering fees to pay the in house engineer his salary. Comm. Rodgers asked if they were supposed to cut the positions that they did not want. Mr. Griffin stated he wanted as much input as the Commissioners could give, the Public Hearings were for public input. Comm. Rodgers stated,"There are two positions, a Public Works Director/City Engineer and a Purchasing Agent, in General Government. Any organization the size of us, doing the business that wJre doing, with the dollars we're handling, deserves to have tight control and purchase at the best option. I have no 1 . . . But I have a problem with the City Engineer, I understand the logic behind it, but the primary thing we are talking about is IF we purchase the sewer system. That would demand that we have a City Engineer, at that time. I really have a problem justifying this, knowing we're going to be tightening our belts this year." Comm. Cox felt the City Engineer is more important than the purchasing agent. Comm. Hager thought like Comm. Rodgers as far as the City Engineer, Comm. Hager was not opposed to the Purchasing Agent. Comm. Bateman was in favor of both positions. Comm. Bateman thought the Purchasing Agent would save the City more money than just his salary. Mayor Isoo was not in favor of hiring a City Engineer, but did favor the Purchasing agent. A straw vote was taken on the two positions. Comm. Cox and Comm. Bateman were for hiring a City Engineer. Comm. Hager, Comm. Bateman, Comm. Rodgers and the Mayor were in favor of hiring a Purchasing Agent. In the Police Dept., Mr. Griffin proposed hiring eight patrolman, a lieutenant, and a clerk typist. Mayor Ison, Comm. Bateman and Comm. Cox were in favor of hiring three patrolmen in 10/85, two patrolmen in 4/86 and one patrolman in 7/86. The Mayor, Comm. Bateman, and Comm. Cox were in favor of hiring the lieutenant. The Mayor and all the Commissioners were in favor of hiring a clerk/typist. In the Fire Dept., Mr. Griffin proposed hiring a clerk typist, and he proposed a paramedic professional bonus of 10% differential for five paramedics. The Commission agreed to the proposals Mr. Griffin made, plus two firefighter positions to become vacant on 7/86. The Commissioners did not have a problem with any of the other department proposals. Mr. Eric Bolinski, 322 N. Durango Ave., complained about the loud speaker used at the bike track. He stated they start from 6 to 7 at night till about 9 or 10 o'clock. Mr. Bolinski also stated he and some of the other people living in his area would not mind if the sewer rates even increased as long as they were paying the City of Ocoee. The City could use the monies for drainage improvements. The meeting adjourned at 9:13 p.m. for a short break and reconvened at 9:20 p.m.. The Commissioners then reviewed the revenues portion of budget.
