MINUTES OF THE CITY COMMISSION WORKSHOP HELD SEPTEMBER 17, 85
PRESENT: Mayor Ison, Commissioners Hager, Rodgers, and
Bateman. Comm. Cox arrived at 7:10 p.m., City Manager
Griffin, City Atty. Lang, City Clerk Catron, and Deputy Clerk
Louloudis.
ABSENT: None.
CALL TO ORDER
Mayor Ison called the scheduled workshop to order at 7:02
p.m..
DISCUSSION OF POLICE AND FIRE PROPOSED IMPACT FEE ORDINANCES
The Commission questioned whether the City could support the
statement that 2.2 policemen are needed per thousand people.
This figure was quoted from a specific national average
publication, and it is the objective of the City to keep a
staffing level of 2.0 or 2.2 policemen per thousand people.
Comm. Rodgers also questioned the dollar amount quoted. The
Commissioners were concerned whether the City could support
the figures in the proposed Ordinance. Atty. Lang suggested
the Ordinance be worded, "It is the objective/goal of the
City of Ocoee to attain 2.2 police officers per thousand
people in population." Atty. Lang also recommended that the
monies be put in a separate fund for 'capital expenditures'.
Comm. Rodgers suggested we look at getting a smaller rescue
vehicle for Fire Station #2, since our statistics show that a
majority of the calls are medical rescue versus fires. Atty.
Lang recommended we include the cost of emergency personnel,
and structure the impact fee for training not salaries.
Comm. Rodgers felt Section 4, should read, "south side of the
Turnpike", instead of Highway 50 being the dividing line.
Comm. Bateman disagreed, he felt Highway 50 should be the
dividing line.
In conclusion, Mayor Ison stated the Commission had problems
with the language in both proposed Ordinances, the dividing
line in the Fire Impact Fee Ordinance, and the impact fee
costs proposed.
