MINUTES OF THE CITY COMMISSION WORKSHOP HELD OCTOBER 1, 1985
PRESENT: Mayor Ison, Commissioners Rodgers, Hager, Bateman,
and Cox (came in at 7:15 p.m.), City Manager Griffin, City
Attorney Kruppenbacher, City Clerk Catron, and Deputy Clerk
Louloudis.
ABSENT: None.
Mayor Ison called the scheduled workshop to order at 7:0B
p.m.
City Attorney Kruppenbacher stated that we must be sure
base the impact fee on findings of fact, so the City
support the fee. We must be sure the costs are the same
a commercial fire versus a residential fire. The City
exempt schools and churches from these impact fees if
choose to do so.

In reference to Section 4 of the proposed Fire Impact Fee
Ordinance, the first paragraph reads," on the South
side of the Florida Turnpike, . . ." and the second paragraph
should also read, " on the South side of Florida
Turnpike, . . .", instead of SR 50.
Comm. Rodgers suggested using the verbage, "Municipal
Complex" instead of referencing "Fire Station" or "Police
Station". Mr. Griffin recommended that it be left as "Fire
Station" and "Police Station", as the Police Department work
with assigned zones, and the Fire Department works out of the
Station.
Atty. Kruppenbacher stated that these Ordinances only apply
when a building permit is pulled. The Commission brought up
a question of what constitutes a unit, in the definitions
section 1c. under 'Industrial'; the City Attorney will write
an addendum to the Ordinance. The City Attorney is also to
research whether a shopping center would pay one impact fee
or each business would pay the impact fee.
Mr. Griffin stated that he and Chief Strosnider were having
trouble getting figures to come up with an impact fee for
Emergency medical calls, that we could support. Comm.
ROdgers asked Mr. Kruppenbacher to look into this also.
