MINUTES OF THE SCHEDULED WORKSHOP HELD FEBRUARY 4, 1986

CALL TO ORDER
Mayor lson called the scheduled workshop to order at 7:05
p.m.. Mayor Ison then asked Mr. J1M Beech, Recreational
Director to give an overview of the proposed Ordinance.
DISCUSSION OF PROPOSED RECREATIONAL FEE ORDINANCE
Mr. Beech stated at this time there is no Basketball
in the City but they included it in the Ordinance for
use. This fee of $200.00 would be collected from an
evening basketball league.

Mr. Beech stated he would like to see the fee eliminated for
the BMX Parents Club for Ocoee, but outside BMX clubs could
pay a fee tCI r~ent the tr~ack by day, but r~ecclmmended
increasing the fee proposed as he feels it is not high
enough.

Mr. Beech had no problem with persons wanting to reserve tne
Gazebo, paying the stated fee of $10.00 per day, as long as
it is rented along with the Community Center, and if it 1S
not the charge to be set at $20.00 per day.
Mr. Beech stated he did not get involved with the rental fees
set for the Ocoee Community Center.
Mr. Beech felt there should be a charge set for special
program activities. The fee charged would be paid partially
to the City and partially to the pualified instructor
teaching the special program. If there is a program activity
scheduled in the Youth Center, only the program activity fees
I-'lotlld apply.
Mr. Beech felt the proposed softball fee was fine, and would
help pay for trophies, officials, and costs to the City.
Comm. Rodgers and Mr. Beech felt there should be a Football
fee set also. Comm. Hager asked if the BMX Parents Club has
insurance. Mr. Beech stated they did carry insurance for
every participant through PSA and for racers who are not
regular. The registration fee charged also covers them with

Mr. Beech felt if citizens want to reserve the tennis courts
then they can pay for it. Mr. Beech felt if the meters for

lights were to be installed, the tennis courts would need
upgrading and this would be too much of an expense to the
City and would also create problems with vandalism to the
meter~ boxes. Mr~. Beech suggested a better" solutiCljr. would be
to place timers on the lights and a lever switch to override
the timer with a sign of instruction to the users when the
courts are not being utilized.
Mr. Beech agreed with the fees for the rental of the Youth
Center, and stated he has rented the center out for birthday
parties, receptions, and showers previously.
Mr. Beech questioned the Youth Sports fees and suggested the
Pee Wee League fees should be reduced to $1.00 or $2.00 per
person.
The Commission agreed that these Recreational Fees should be
set to enable the City to recoup funds expended for the
upkeep and maintenance of these facilities, and to enable the
City to continue enhancing the recreational activities for
the citizens. This Ordinance is to go back to staff for
rework on some of the definitions and some of the set fees,
then the proposed Ordinance will come back before the
