DISCUSSION/REPORT ON WASTEWATER FEASIBILITY STUDY

Mr. Tom Kelley, PEC, presented the Commission with a "Status
Report Feasibility Analysis of Wastewater System ~or City of
Ocoee". Mr. Kelley then gave a brief summary of the report.
Mr. Kelley stated the Industrial Park Sewer Plant the City
now has is outdated. The current daily wastewater flows are
30,000 gpd, and they are not being disposed of in a
satisfactory manner. In late 1985 the City obtained a
operating permit until 10-30-86 from FDER, with the condition
that the City submit a plan to them by June 1, 86 for
correction of the plant~s problems. Therefore the City must
decide if they are going to phase the plant out, fix the
plant, or expand. Mr. Kelley stated we could expand the site
and put in a pipeline coming north from SR 50 and the
Turnpike. The better effluent areas are ~ound in the
northwest section of the City. The City will need permits
from the St. John's Water Mngmt, Army Corp. of Engineers,
Orange County, DER, and the Environmental Protection Agency.
Mr. Kelley stated Alternate #1 is utilizing a specific tract
of land of about 300 acres, and proposes a 900,000 gpd
system. For this type of system, the cost of each ERC is
estimated at 52,200.00. The total cost for Alternate #1 is
56,596,000. Alternate #2 is based on a 300,000 gpd
plant at the Industrial Park site. Treated effluent would be
pumped back in a separate pipeline for spray irrigation on a
golf course, conceptually to be located on the Heller Bros.
tract south of the turnpike. This plant could be phased in
such a way to facilitate expansion in the future, if there is
sufficient demand for sewer. The initial cost ~or Alternate
#2 is estimated at 51,665,000 with a cost per ERC of 51,665.

Mr. Kelley stated the City must find out how much developer
interest there is, and how much capability Prima Vista
Utilities has for serving and expanding in Ocoee. Mr. Kelley
requested permission to place an advertisement in the local
papers of the City~s interest to implement a sewer system,
and request that proposed developers respond by an
appropriate deadline. This will provide a basis for ~urther
progress, and assist the City in developing the most cost-
effective arrangement for phasing out the existing treatment
plant in the Industrial Park.
