SPECIAL SESSION OF THE CITY COMMISSION ON MAY 12, 1986
Meeting called to order at 7:30 P.M.
PRESENT: Mayor Ison, Commissioners Johnson, Bateman" Hager and Rodgers (arrived
at 7:55 P.M.) and City Clerk Catron.
ABSENT: None
CITY MANAGER SELECTION/DISCUSSION
Mayor Ison asked the Commission what they would like to do for the next step
in the hiring of a City Manager. He explained that they could either select
other applicants for interviewing or consider the ones already interviewed.
Bill Powers and Teddy Ryan were the two applicants interviewed on Saturday
by the Committee and the Commission. Both were rated similarly with Powers
getting an overall rating of 79% and Ryan with 84%.
Commissioner Bateman stated that he was in no hurry but he felt the Commission
had to come to the time when they had to make a decision. Several of the
applicants have already been hired by other municipalities.
Commissioners Hager and Johnson expressed the same feelings and stated they
were ready to make a decision. Mayor Ison was asked by the Commissioners if
he was of the same opinion and he stated that he was in complete agreement
with them.
Commissioner Bateman stated that he hoped the Commission would be unanimous in
their decision, no matter what appliant is selected. He also commended the
Commission for their recommendation of the committee in the interviewing process,
although he had received some complaints from citizens, and supported that
process.
Commissioner Hager then moved to hire Teddy Ryan as City Manager, at a salary
of $42,000.00 to start and then $45,000.00 beginning October 1, 1986, subject
to a background check, seconded jointly by Johnson and Bateman. Commissioner
Rodgers arrived at this time and Mayor Ison gave him a brief summary on where
they were at this point. Commissioner Rodgers had a few questions at this
point and after they were answered, he stated that he was in agreement with
the Commission on their decision. The Commission unanimously approved the
motion and appointment of Teddy Ryan to the position of City Manager. The
Commission. then took a brief recess and called Mr. Ryan to offer him the
job. Mr. Ryan accepted the position and will start on June 23, 1986 or
sooner if he can arrange it. Chief Brandt and Attorney Kruppenbacher will be
contacted by the City Clerk and asked to do the background checks. The
Commission stated that they do not want a full written report only a "thumbs
up or thumbs down". Commissioner Rodgers also asked that an audit report be
done prior to the June 23, 1986 date.
