HomeMy WebLinkAbout07-02-86 WS . COMMISSION BUDGET WORKSHOP MEETING HELD JULY 2, 1986 Meeting called to order at 7:43 P.M.. PRESENT: Mayor Ison, Commissioners Johnson and Hager, City Manager Ted Ryan, Interim Manager Preston, Finance Director Ivan Poston and City Clerk Helen Catron. ABSENT: Commissioners Rodgers and Bateman. PRESENTATION OF PRELIMINARY BUDGET Mr. Preston explained that this meeting was requested in order to give him an opportunity to explain the preliminary budget to the Commission before he left the City since his last day is July 3, 1986. He also stated that he knew that they had not had time to fully study the proposed budget, but he wanted to highlight several areas. We have received the Certification of Taxable Value from the Orange County Property Appraiser's office and Mr. Preston has figured the Ad Valorem Taxes using the same millage as: last year which is 3.14 mills. He explained that we most probably will not be receiving Federal Revenue Sharing in the coming year and the October payment will be the last. Mayor Ison discussed the possibility of using the roll back rate or a percentage above it instead of using the same rate. Mr. Preston explained that the Federal Revenue Sharing monies spent in the 84/85 budget year were equivalent to 1.66 mills. Ie Mr. Preston stated that a total of 19 new personnel had been requested but only 4 were placed in the budget. He also has created several new funds and in doing so setting up an encumbrancing sytem that he feels the City should have. Mayor Ison also discussed the possibility of the monies that will be available this year due to the development that is occurring in the City. On the overview of the Revenues, it was requested that the City send a letter to Florida Power, United Telephone, Southern Bell and the other utility companies doing business in the City and let them know the City will do an audit. This way we can determine that everyone that lives in the City is being charged the utility and franchise fees. Staff was requested to check on the legality of donations - using public funds for donations. Several items discussed for future agendas were: research the reserve areas we can serve with law & fire protection and make a presentation; form a recre- ation board; look at updating our tap fees; and research the possibility of a different health insurance program. Mayor Ison also suggested that the maintenance under Parks & Recreation be consolidated under the Street Department so the City can have a better picture of monies spent on programs and equipment. - In discussing the pay plan analysis and salaries, it was suggested that we consider using students from the local high school that are on the work/school program. . e - Page 2 Commission Budget Workshop July 2, 1986 Mr. Preston suggested the personnel be reviewed and updated in several areas. Mr. Ryan stated that Mr. Preston did a very good job in putting this preliminary budget together and he was in concert with most of it and would only suggest a few changes. Another budget session will need to be held on July 29, 1986 at 7:30 P.M. in order to set the millage rate. The Certification of Value has to be returned to the Property Appraiser by July 30, 1986.
