SPECIAL SESSION OF THE CITY COMMISSION ON OCTOBER 16, 1986

In the absence of Mayor Ison,
meeting to order at 7:10 P.M..
Commissioner Hager called the
PRESENT: COMMissioners Hager, Johnson, Dabbs and Bateman,
City Manager Ryan, Water Superintendent Cockrell, Street
Superintendent ElMore and City Engineer Kelley.
ABSENT: Mayor Ison was out of town.
DISCUSSION OF BUDGET/ACTION IF NECESSARY
City Manager Ryan explained that the reason this special
session was called was to Make theM aware of the proposed
cash carryover. $851,00 had been anticipated but due to the
activity of the last part of the fiscal year, the cash carry
over will be $1.1 million. These Monies are not budgeted,
therefore, they cannot be spent without approval of or
modification of the budget by the COMMission. He then asked
the COMmissioners if they had any questions.
All of the COMMissioners were in agreement that Maybe SOMe of
these Monies could be used to update water lines and iMprove
the quality of the water to the citizens.

City Manager Ryan inforMed the COMMission that the lease was
due to expire on the 4 lease police vehicles and with their
concurrence he would like to proceed with purchase of four
vehicles through state contract. They all stated that they
were aware of the lease situation and had no probleM with his
request.
DISCUSSION/ACTION (IF ANY) ON EMERGENCY WATER LINE/DRAINAGE
WILLOWCREEK & RUSSELL - City Engineer
City Manager Ryan explained that this is the third tiMe we
have had a water break at Russell and Wi I lowcreek. There is
drainage problem which is causing the line to break and it
happens every tiMe we have a heavy rain. Since this last
break we have discovered that part of drainage inlet is under
the sidewalk and this was not known when this was repaired
previously. Something is going to have to be done to repair
the drainage probleM and this will alleviate the break in the
water line.

City Engineer Kelley explained that at this time they don't
know the extent of the total probleM. SOMe grouting should
be started so the area can be stabalized and then they need
to do some borings in the areas surrounding the inlet so
they will know how to proceed. He estiMated the cost of the
borings to be about $1500 to $2000. COMmissioner Bateman
stated another concern was the sidewalk. City Engineer
Kelley will have an updated report at Tuesday's meeting.
John Cockrell and Buddy Elmore were in agreeMent with the
engineer and explained the problems they have had in trying
to repair the drainage problem along with the water breaks.

Commissioner Hager explained that those homes had been built
in that area after 15 years of dry weather and now the
problems are beginning to surface with the several years of
wet weather we have been experiencing. He realizes that
drainage inlet will have to be repaired and should be done
correctly so we do not have to redo again.
All of the Commissioners were in agreement and wil1 wait for
Mr. Kelley's report at the next meeting.'
