MINUTES OF THE CITY COMMISSION WORKSHOP SESSION
HELD DECEMBER 2, 1986
Meeting called to order at 6:05 P.M..
PRESENT: Mayor Ison, Commissioners Johnson, Dabbs, Bateman
and Hager; City Manager Ryan, City Planner Wagner, City
Engineer Merkle, City Clerk Catron. and Deputy Clerk Green.
ABSENT:
None.
PRAIRIE LAKES P.U.D. - Preliminary Master Plan Review
As has been discussed previously, most of the requirements by
staff have been met except some of the road improvements and
the overall character of the development. One of the main
issues is the four-laning of Clark Road along Tracts D and E,
paving of Hackney-Prairie Road and the density of the
development.
City Manager Ryan and City Planner Wagner presented the
staff's position and Scott Henderson, Warren Williams, and
Gus Sylvestri presented the developer's position.

The City Commission discussed several different aspects with
the developer and also the matter of impact fees. The
developer would like the impact fees waived for his project
if there are any initiated in the future. The Commissioners
felt they would have no problem waiving a "transportation"
impact fee since the developer would be making those
improvements. Commissioner Dabbs did question whether the
developer should be "credited" rather than having the fee
waived.
City Planner Wagner stated that there are other developers
who will be coming before them and they needed to treat each
developer equally and advised them to be cautious in
exempting developers from impact fees.
The developer also reminded the Commission that they will be
doing off-site improvements over and above what would be
required.
After much discussion it was tentatively agreed upon by the
developer and the City Commission that Clark Road would be
four-laned through the project - the Northern section when
Tract D or E is developed, Hackney-Prairie paved the length
of their boundary, and with them paying one-third of the cost
of the paving of Hackney-Prairie to Apopka-Vineland - putting
their share in escrow, and the transportation impact fee
waived.

the delay if they could be first.
