HomeMy WebLinkAbout02-17-87 SS MINUTES OF THE SPECIAL SESSION OF THE CITY COMMISSION HELD ON FEBRUARY 17. 1987 . Meeting called to order at 6:20 p.m. by Mayor Ison. PRESENT: Mayor Ison, Commissioners Johnson, Dabbs, Bateman and Hager, City Attorney Linda Barnby, City Engineer Kelley, City Manager Ryan, City Planner Wagner, City Clerk Catron, and Water Superintendent Cockrell. ABSENT: None WESCAR - Dave Outlaw introduced their planner, Brian Canin of Canin Associates, and asked him to present their proposed plans for the property they have petitioned xor annexation into the City of Ocoee. They wanted to get a %eel on how receptive the City Commission would be to their plans so they would know how to proceed. The City 0% Ocoee does not have cluster type zoning and there was a question on whether the R-2 Zoning would fit their needs and R-3 was not possible. They are planning 108 xoot lots with two single xamily homes that would be connected with a patio wall. They are also planning on some commercial property. City Manager Ryan asked City Planner Wagner about the Rezoning and Comprehensive Plan Amendment process and Mr. Wagner explained that one essentially tracts the other. Mr. Wagner explained that we would need to change the Ordinance if we allowed the cluster type zoning or a variance if you want to modify the R-2 zoning. Ix we change the ordinance, we may have to do a plan amendment since it would be a maJor change to our Land Development Regulations. City Manager Ryan and City Planner Wagner stated that a PUD may be more appropriate as staf% had legal concerns with changes to R-2 Zoning. . Mayor Ison asked the Commissioners for their input and questions. Commissioners Johnson and Dabbs addressed their concerns about the lot sizes that abut the existing residences/subdivisions and requested they be at least 60' lots. Commissioner Bateman expressed his preference for 75' building lots and was concerned with a potential exfluent problem on Lake Olympia. Dave Outlaw asked if they would be more receptive if We scar agreed to the 120' lots and used transitional zoning. Commissioner Bateman again expressed concern over the use ox septic tanks so close to the lake and that a full %ledged geotechnical report would be needed instead ox Just a perk test. He had heard complaints on the Arvida Development that raw sewerage was flowing on the property and he did not want this happening with this proposed development. Commissioner Hager questioned the water level of Lake Olympia in 1960 and he and Mayor Ison wanted to make sure that there was su%%icient setback %rom the lake. 1 - . Pege 2 Spe~iel Se..ion Ci~y Co..i..ion Februery 17. 1987 Engineer Kelley stated that special consideration would have to be given in this water basin on stormwater drainage, geotechnical in%ormation and location of septic tanks. Mr. Louis Geyes, President of Wecar, stated, in conclusion as he understood it, the Commission would be in %avor 0% 120 ft. lot widths, wanted the technical reports and would consider both parcels submitted together as a PUD. The Commission felt they would have more control if the proposed development was submitted in the way of a PUD. DEVELOPERS AGREEMENTS A schedule was presented to the Commission indicating at point the fees would be collected xrom the developers. Commission had requested this information and Mayor stated that he was glad to see this list. City Manager stated that he could administratively handle this list give the. a chance to review and give any input. what The Ison Ryan and "ASTER WATER EXTENSION POLICY e City Engineer Kelley presented a drawing showing the reserve planning area outlined in Orange and the proposed water line extensions in blue. One of the maJor items proposed was a new plant South of Highway 50. We are already requiring internal and of%-site looping. Some of the priority proJects proposed are deciding what to do with the Jamela Plant and upgrading the Kissimmee Plant by acquiring land and adding areator, ground storage~ high service pumps and control panel. Engineer Kelley stated that before the Kissimmee Plant was upgraded or a new plant was built south of 50, they should check with Heller Brothers on the status of the development ox their property. He also stated that these plans are not finalized and would come back with more detail and give a committment in two weeks. The commisison would like a check list on the water extension policy that can be used when proposed developers first come to the city. Mr. Kelley will let them know at their next meeting when they will be able to schedule a special meeting/workshop to go over the water extension policy.
