PRESENT: Mayor Ison, Commissioners 3ohnson, Dabbs, Bateman, and Hager; City Manager Ryan, Acting City Attorney Barnby, City Clerk Catron, Planning Director Wagner, Public Works Director Occhiuzzo, City Engineers Kelley and Merkle, Water Department Supervisor Cockrell, and Deputy Clerk Green. ABSENT: None. DISCUSSION ON DRAINAGE PROBLEMS AROUND THE LAKES City Manager Ryan explained a multi-faceted approach to deal with storm drainage into area lakes which would include a series of retention ponds and filter systems and a strengthening of City ordinances with regard to development around the lakes. Mayor Ison suggested that Starke and Prima Vista given priority. He asked City Engineer Kelley should go from here. Lakes be where we e City Engineer Kelley responded that the time to rectify the drainage problems was now while land was available for retention ponds. He explained that "state of the art" pollution abatement ponds could reduce lake contamination by containing the first one-half to one inch of runoff which might be the same strength as domestic sewage. He recommended utilization of gravity systems for the ponds as we could not afford to pump except in unique situations. He stated that pond percolation could be enhanced with side drains or under-drains. He advised that underground ex- filtration systems would not be feasible in the long-term. Septic tanks around the shore-line could leach into the lakes, and Mr. Kelley urged that their future use be minimized and that some currently used be taken off-line. (Mayor Ison commented that only nine homes on the side of Starke Lake within the City used septic tanks.) Mr. Kelley suggested that the ditch behind City Hall might be utilized as a retention pond, and that the City might need to acquire land to use for other ponds. He noted that five to fifteen per cent of land area should be used for retention/detention. e Commissioner Bateman commented that what we learn on Starke Lake might be applied to the other eleven lakes within, or partially within, the City. He had observed an easement near his home on Starke Lake from which contaminants from the street drained directly into the lake. He urged that new residents be required to share in the costs of protecting the lakes. 1 . Mr. Kelley answered that such a system would be di~~icult to maintain. Commissioner Dabbs suggested that working with developers to ensure that they provide ~or their own retention/detention would solve some o~ the problem. Mayor Ison suggested a two-fold approach that would include the retro-~itting o~ existing development around the lakes and the regulation of future development on the lakes. He requested that the City Attorney dra~t an ordinance dealing with regulating storm water runoff on ~uture development around the lakes within the City, and that the City Engineer present the scope of the proJect to provide retro-~itting ~or the existing drainage problems around the lakes. Both the drafted ordinance and the proJect overview are to be presented at a workshop session prior to the July 21, 1987 Commission Meeting. DISCUSSION ON ESTABLISHING A POLICY FOR THE CITY MANAGER Working Hour. end Availability of Staff e City Manager Ryan explained that a "Call Tree" of employee telephone numbers and "Pager" information for supervisory personnel had been provided to the Commissioners. Either City Manger Ryan or Public Works Director Occhiuzzo will be available on week-ends. Callers to City Hall a~ter hours are referred to the Police Department and Mr. Ryan confirmed that the Police Department also had the "Call Tree/Pager" in~ormation. The City Commission requested that the emergency numbers be made available to the residents through a notation on their utility bills and by provision o~ a listing o~ the contact numbers and also stickers that could be placed on their phones.
