OF THE WORKSHOP OF THE CITY COMMISSION HELD ON
3ULY 28, 1987

The workshop

was called to order at 7:00 p.m. by Commissioner
PRESENT: Commissioners Johnson, Bateman and Hager, City
Attorney Linda Barnby, City Engineer Kelley, City Manager
Ryan, Public Works Director Occhiuzzo and City Clerk Catron.
ABSENT: Mayor Ison and Commissioner Dabbs were excused due
to prior committments.
DISCUSSION ON TRANSPORTATION AND DRAINAGE IMPROVEMENTS TO
HISTORIC SECTION OF OCOEE

Leon Glover and Les Palmer, from the Highway Department of
P.E.C., explained three different alternatives for
improvements to this section of Ocoee. The first
alternative, and the most expensive at a cost of
approximately One Million Dollars, was to redo the whole
street intersection of Bluford and McKey along with a new
stormwater drainage system and taking care of parking. The
second alternative would not address the parking issue, but
would take care of the drainage and some street improvements
at a cost of approximately Nine Hundred Thousand Dollars.
The third alternative would be to leave the roadway as it
exists, except for resurfacing, put in valley gutters, etc.
to take care of the stormwater at a cost of approximately Six
Hundred and Fifty Thousand Dollars. They presented some
sketches showing the different alternatives. Several
different areas were under consideration for purchase to be
used for retention areas. City Manager Ryan stated that the
Commission needed to know the level of service they wanted
for the area.
Jim Sills, 205 S. Lakeshore Dr., asked about property across
from Herb's Clothesline being made into a parking lot for
that area. Tom West stated that he was not in favor of
giving up any of his property as he needed it for his trucks
during the fruit season. Bill Catron, representing the Ocoee
Christian Church, stated that the Church was not in favor of
doing away with the parallel parking in front of the church.
Commissioner Bateman explained that this was not a formal
proposal. They were looking at paving Bowness Road and
making it the State Road through Ocoee and were trying to
figure the best methods for solving the problems downtown.

Les Palmer stated that he would be meeting with DOT to see
how much they would participate with Bowness Road and the
intersection improvements at Bowness Rd. and Franklin St..
Mr. Glover explained that, according to a survey taken in
July, 20% of the traffic through town was truck traffic and
this was usually 7% to 10%.

City Manager Ryan explained that the City was not anti-trucks
but wanted to figure the best alternative for the truck
traffic. Commissioners Bateman and Hager both agreed that a
truck route was needed. Ed Schmidt, President of EJS
Trucking, explained that they had started Bowness Road and
completed Just to the end of their property line. City
Manager Ryan stated that there had been some problems and the
road was never completed. Commissioner Bateman questioned
the proposed width of Bowness Road and was told that it was
not any wider due to the swamp/muck area.
Mr. Glover stated that he would have problems getting the
Bowness Road proJect ready for bid by the August 18, 1987
Meeting and Commissioner Bateman told him that would not be
satisfactory. At the last meeting of the Commission, they
were instructed to have it ready for bid on 8/18/87 and then
bid opening on 9/14/87.

Public Works Director Occhiuzzo stated that McKey needed more
study as to the intent for the area and recreate historic
downtown instead of urbanization. Commissioner Johnson asked
the businesses to get involved on what they wanted for the
area. Some of the business people stated that they had met
with City officials before and nothing had happened.
Commissioner Johnson assured them that the Commmission was
willing to help. Commissioner Bateman suggested that another
meeting be held in order to address their concerns.
The meeting adJourned at 7:55 p.m..
