HomeMy WebLinkAbout07-28-87 SS MINUTES OF THE SPECIAL SESSION OF THE CITY COMMISSION HELD ON JULY 28, 1987 - The meeting was called to order at 8:10 p.m. Bateman. by Commissioner PRESENT: Commissioners Johnson, Bateman and Hager, Attorney Barnby, City Engineer Kelley, City Manager Public Works Director Occhiuzzo and City Clerk Catron. City Ryan, ABSENT: Mayor Ison and Commissioner Dabbs were excused to prior committments. due e DISCUSSION/ACTION REGARDING COUNTY LAWSUITS City Manager Ryan explained that he, Frank Kruppenbacher, County Attorney Harry Stewart and parties involved had met and finished an agreement subJect to the changes being incorporated into the finished document. The developer had agreed to two layers of one acre lots on the north edge to a depth of 450 feet, and one acre lots around the lake, one acre lots on the west to depth of 150 feet and on the east one acre lots in depth. On the eastern section that Juts out, there would be one acre lots with clusters and 25 feet open space as part of the property set back. The rest would then be in one quarter acre lots. The City also agreed to a 5 year moratorium on any changes to the Joint Planning Agreement, with the exception of the area to the West. This area would be affected by the placement of the East/West Expressway. If a change needed to be made then the Compehensive Plan Amendment Process would be utilitzed. All the Commissioners agreed this was a fair settlement and expressed their thanks to the parties involved in working out this agreement. Commissioner Bateman moved to approve the agreement as worked out by parties, Commissioner Hager seconded and the motion carried unanimoulsy. DISCUSSION/ACTION REGAROING CITY UTILITIES Commissioner Johnson stated that since the City was trying to acquire a wastewater facility and to improve our water facilities that we consider combining the water and future wastewater facilities and establish a type of public utilities commission. He felt the time was right and asked the Commission to direct the City Attorney to draft an ordinance to work towards this goal. e Commissioner Hager felt we needed to take a look into it and that it would enhance the rating with the bond company. City Manager Ryan stated that if the Commission was so inclined they would research what steps needed to be taken. Orlando Utilities Commission was established by the State Legislature but he felt we could do it by an ordinance and asked that they direct he and the City Attorney to research the matter. Commissioner Bateman stated he felt it was a proper solution but wanted Mayor Ison and Commissioner Dabbs to have a chance to give their input.
