HomeMy WebLinkAbout12-01-87 WS e MINUTES OF THE WORKSHOP SESSION OF THE CITY COMMISSION HELD ON DECEMBER 1, 1987 Mayor Ison called the meeting to order at 7 p.m. PRESENT: Mayor Ison; Commissioners Johnson, Dabbs, Bateman, and Hager; City Manager Ryan (arrived late); City Attorney Barnby; City Clerk Catron; and City Planner Wagner. ABSENT: None City Planner Wagner gave an overview of a November 23 letter from Jon Sundheim, Division President of U.S. Home Corporation and presented a copy of it to each of the Mayor and Commissioners. Mr. Wagner said he had a meeting with City Manager Ryan, and Jon Sundheim and Jim Mehta of u.s. Home earlier in the day to discuss the items in the letter. Mr. Wagner asked the Commission to discuss the items and provide some direction for the developer. e Mr. Mehta said U.S. Home was concerned and wanted to make sure that they received credit on the water line extension sometime in the future when future developers began benefiting from it. The City Commission agreed that U.S. Home would be responsible up front for the water line extension but that the company would receive paybacks from future developers who benefited from the extension. A City imposed cost sharing agreement would be established. Mayor Ison asked about the utility easement. City Planner Wagner said the City was still working on an arrangement with Mr. Varnes but that if necessary, they could use a public road such as Ocoee Hills Road. e City Planner Wagner said he had received some differing opinions on the buffering issue. Commissioner Johnson said he did not want walls and preferred landscaping with trees. Commissioner Dabbs also did not want walls and was mostly concerned that the buffering be all the same along the road, not walls and fences combined. Commissioner Bateman also agreed that the buffer be uniform. City Planner Wagner said that long term care of the buffer also must be stressed. Commissioner Bateman said that there were some beautiful walls along Silver Star Road and that some forms of walls do not require a lot of upkeep and do not require frequent painting. Commissioner Bateman said he preferred a wall since it would keep people who owned homes along the road from accessing the main road from the rear of their lots. Rick Merkel of PEC said that homeowners could not access that part of the land since it was City owned right-of-way. Commissioner Bateman and Commissioner Hager said that people do it all the time and that it was not easy to enforce that kind of thing. Mayor Ison asked for a straw vote on the buffering. 1 e Page 2 Workshop Session Commission Meeting December 1, 1987 Commissioner Johnson said landscaping, Commissioner Dabbs said landscaping, Commissioner Bateman said walls and Commissioner Hager said walls. Mayor Ison stated since it was deadlocked, his vote would be for walls. Mayor Ison said the issue of what kind of walls would be resolved at a later date. City Planner Wagner said the issue of intersection improvements had been resolved. He said the developer would be reimbursed for three-quarters of the intersection improvements by the surrounding developers as they develop their land. Mr. Mehta asked if this was consistent with other intersection improvement issues in the past. He said they would prefer that the City pay for the remainder of the improvements and that the City later be paid back by future developers. Mayor Ison said that was not the City's way of doing things and that the City would continue to require developers to pay the costs to be later reimbursed. Rick Merkel said the cost improvements shared by the other developers would only be for what was in excess of the requirements for U.S. Home. e ADJOURNMENT: 7:35 p.m. ~L~M MAYOR ATTEST: CITY CLERK e 2
