HomeMy WebLinkAbout02-01-88 WS MINUTES OF THE CITY COMMISSION WORKSHOP HELD FEBRUARY 1, 1988 . The meeting was called to order at 8:00 p.m. by Mayor Ison. PRESENT: Mayor Ison, Commissioners Johnson, Dabbs(arrived at 8:57 p.m.), Bateman and Hager, Interim Attorney Rosenthal, City Manager Ryan, City Planner Wagner_ Assistant Planner Rivera and City Clerk Catron. ABSENT: None DISCUSSION ON LAND USE AND PLANNING FOR THE CITY City Manager Ryan gave a brief overview of the Land Use Map that had been prepared by the Planning Department. He stated that it was a general concept and explained the color table to them. e City Planner Wagner explained that they had taken what was known on the Commission's suggestions for land use and filled in those areas. The most drastic changes were on the west 50 corridor due to the proposed beltway. The area designated for parks and schools were determined by a general hypothesis and actual locations would be known as development occurred. The proposed plan had already been presented to the Planning and Zoning Commission. They felt the plan was 80 to 90% correct and heading in the right direction. Also, a copy would be provided to Tom Kelley, PEe Inc., so he could complete the Master Transportation Plan for the city. City Manager Ryan asked for direction from the Commission on whether staff was heading in the right direction. Mayor Ison noted the different transportation designs that were included in the plan: such as the extension and paving of Clark Road, Bowness Road, Johio Shores Road, Hackney Prairie Road, Montgomery Road and Maine Avenue. He questioned why two of the roads went outside of the Joint Planning Area. Planner Wagner stated that the reason was for planning and to, hopefully, get the cooperation of Winter Garden and Orange County. Mayor Ison indicated that these road improvements should make a good reason for impact fees. Commissioner Hager explained that Florida DOT in 1980 had envisioned the extension of Wurst Road. Planner Wagner stated that the two focuses were Silver Star Road and the proposed beltway. Commissioner Johnson said he had made his comments to Russ Wagner_ thought they were headed in the right direction and felt the beltway would affect the overall plan. e Commissioner Bateman thought the plan had been put together with all of their input and expressed concern with the traffic and the problem it could create. Planner Wagner explained that all of the intersection improvements were not shown on the plan and that some curves were straightened and some softened. City Manager Ryan explained that Orange County's Highway 50 study was close to the proposed land use plan. There were several policy issues the Commission needed to resolve: such as: how much commercial did they want along the Highway 50 corridor, there were 40 acres next to the waste water plant north of the city that we did not own_ and what land use did they want for the Ferdinand property south of the city. He suggested they go over the plan starting with Highway 50 going west and address their ideas and concerns. Jim Swickerath, Chairman of Planning and Zoning Commission, reminded them that this plan differed from the Highway 50 study in that "everything now seems multifamily". Planner Wagner stated that the change was primarily north of Lake Blanchard, the portion into and around the swamp area was mixed and the portion to the east of the beltway was consistent with the study. e City Manager Ryan expressed concern over the number of multifamily considered internally and questioned if there was a demand in Ocoee for this much high density. Mayor Ison discussed Clark Road and asked for a policy decision from the Commission. All of the Commissioners were in favor of Clark Road and its direct alignment with the beltway interchange. There was discussion on the following: There would be no commercial development within 1000 feet of the beltway interchange, Maine Ave. to be extended from Good Homes to Montgomery Rd., Show the 4-laning of Good Homes Road, and Commercial development desired on Good Homes and Highway 50. City Manager Ryan asked what they wanted around Lake Lotta. The distance from Lake Lotta to the beltway interchange was approximately 2000 feet and as they previously discussed if they wanted to stay 1000 feet from the interchange with commercial, then they could only allow one curb cut from Lake Lotta to the beltway interchange. Commissioner Bateman stated that he was in favor of commercial development on Highway 50 from Good Homes west to east of Lake Bennett. Commissioner Dabbs (arrived 8:57 p.m.) stated that somewhere he would like to see a high tech industrial park similar to a "Martin Marietta" and have a zoning category for that type of business. e The proposed discussed. land use for the south side of Highway 50 Maguire Road would have an off ramp from was the 2 e Page 3 City Commission WorKshop February 1_ 1988 extension of the East West Expressway. That area might be good for the high tech industrial. Jim Swickerath stated that it would be an excellent location for the business but there would be drainage problems due to the hard pan in the area. City Manager Ryan pointed out the proposed industrial/ commercial on the west side of Maguire Road and felt the previous concept was that there would only be commercial east of Maguire Road. He felt this was a very specific policy issue. Mayor Ison stated that he did not want existing houses converted from "non-compliance" usage. Commissioner Bateman stated that he did not want commercial development that far south on either side of Maguire Road. City Manager Ryan and Planner Wagner suggested the property be left residential for now and then the developer could come in with a PUD, this would provide a consolidated plan. Jerry Kirk, property owner affected by the east west expressway, asked that the Commission be good neighbors and provide some type of sound barrier for the property owners closest to the developments. It Discussion then followed on the need for another road south of Tomyn Road and north of Roberson Road that would run parallel with them from east to west. Planner Wagner explained that the southern extension of the beltway would determine the route for the road. Jim Swickerath asked that a policy decision be made as to the number of curb cuts that would be allowed along Maguire Road. Mayor Ison then asked for discussion from the Commission on the direction they wanted to proceed. Commissioner Dabbs proposed that the Commission Join with Orlando, Apopka and Orange County with a no growth policy. He further stated that he did not want to break his stated position not to go south of Roberson Road and the City had enough to do within the boundaries o~ the planning area. Mayor Ison stated that at two dif~erent meetings with Orange County, the Commission stated they would not annex any property south of Roberson Road. He asked if there was any indication to go west of Windermere Road, and received a negative response from Commissioners Dabbs and Johnson. Jim Swickerath asked the Commission to reconsider conservative stance as he felt they needed a "broad on what was going on outside our service area. their brush" e Commissioner Dabbs questiioned if everyone was satisfied with the Commercial development planned for south of the Turnpike. Commissioner Johnson suggested that Marshall Farms Road be converted to a one way street. Commissioner Bateman mentioned the triangle at Marshall Farms and Maguire and asked that something be done about it. Planner Wagner explained that the triangle at Geneva and Bluford would be taken care of by DOT as it was in their plans for improvements and would become a "T" intersection. After further discussion on the triangle at Maguire and Marshall Farms, it was agreed that something would be worked out to improve the intersection. Mayor Ison then asked the Commission for their input on the northwest quadrant of the planning area. City Manager Ryan explained that the line moved slightly outside of the Joint Planning Area and they would work it out with Winter Garden if the commission had no obJections. Commissioner Bateman stated that he agreed with Commissioner Dabbs on the issue of light industry and would like to see as much as possible from Highway 50 north up the beltway. e Planner Wagner reminded the Commission that this plan would be updated every five years. Mayor Ison stated that the northwest quadrant contained the most potential for development. City Manager Ryan stated that it would be a good area for spray fields and a golf course but we would need to acquire the 40 acres he had mentioned earlier in the meeting. All of the commissioners complimented the staff on the good Job they had done with their initial efforts in preparing the land use map. Commissioner Dabbs stated that it needed to be codified. He then questioned why some of the new developments were being assigned Orlando addresses and requested that the city take the action necessary to require Ocoee addresses were assigned to all properties within the city. The Commission asked that staff meet with the Postmaster in Orlando and correct the situation. Mayor Ison asked that they not forget the gas district in planning the utilities. After the ideas had been formulated into minutes, a meeting with the Planning and Zoning Commission was scheduled and the land use plan adopted. Joint to be e Planner Wagner asked if he could pass the ideas and plan along to the transportation consultant and was told to do so. He stated that the 1988 planning process needed to be 4 e Page 5 City Commission Workshop February 1_ 1988 formulated and with that in mind would look at every parcel so the annexation and rezoning could be done simultaneously as they had previously requested. He recommended that any ~ormal rezonings for 1988 should not be accepted until the end of the year and that the 1988 schedule be set up to re~lect that decision. Commissioner Dabbs stated that after the land use was established they needed to focus on resoures and/or personnel needed. Planner Wagner asked for direction on the S18,OOO.00 that had been received from the State for planning as he had hoped to earmark some for consulting services. Mayor Ison reminded them that the monies were initially requested in order to provide for the assistant planner position. Planner Wagner stated that he hoped some monies could be used for additional systems. After the land use plan was adopted, they could present ideas on additional resources that might be needed.
