HomeMy WebLinkAbout02-02-88 WS MINUTES OF THE CITY COMMISSION WORKSHOP HELD FEBRUARY 2, 1988 . The meeting was called to order by Mayor Ison at 7:05 p.m.. PRESENT: Mayor Ison, Commissioners Johnson, at 7:15 p.m., and Hager, City Manager Ryan, Wagner and City Clerk Catron. Dabbs (arrived City Planner ABSENT: Commissioner Bateman due to family illness. DISCUSSION ON PROPOSED SITE PLAN - WESTLAKE PHASE III At this time the developer had not arrived so City Planner Wagner gave a presentation on what the developer wanted for his proJect. Planner Wagner explained that the developer had originally requested 50 x 100 feet lots and aksed that he review with the Commissioners individually. The Commissioners were not in favor of those size lots. Now, the developer had proposed 60 x 110 feet lots and would like some direction from the Commission on whether they would accept a Planned Unit Development (PUD). City Manager Ryan explained that the only 50' lots were placed next to the Sylvestri property. Part of the overall tract was zoned for multi family, but the developer felt the market was for single family dwellings. Under existing zoning, the property allowed 16 units per acre. e Don Tooley, Le Cesse Corp., 1412 W. Colonial Dr., Orlando, arrived and apologized for his tardiness. He explained that this proJect involved approximately 17 acres of the overall tract of 40 acres on Lake Lilly and it was a heavily wooded site. Phase I of the proJect was slated for multi family. They had come up with the single family units as a buffer zone for the neighbors that had opposed the multi family and the density would be approximately 4 per acre. He asked the Commission to consider 6' side yards and explained that this was his idea and he had not asked the planner. He also stated that Planner Wagner had been working with him on saving as many trees as possible. Planner Wagner commented that what was proposed was consistent with other PUDs, the density was consistent with conventional zoning and thought they had struck a reasonable balance between now and what had originally been proposed. e Commissioners Johnson and Hager both agreed to no less than 60' width lots and no less than the 7.5' side yard set back requirement. Mayor Ison stated for the record that although Commissioner Bateman was not here, he had expressed his obJections to the 6' set back. Commissioner Dabbs (arrived at 7:15 p.m..) also stated that he was essentially in agreement with the Commission on the 60' width lots and the 7.5' side yard set back. 1 . Page 2 City Commission Workshop February 2_ 1988 Commissioner Johnson told Mr. Tooley that the Commission was being consistent as they had been requiring the minimum of 60' lots in other developments. Planner Wagner explained that the minimum square foot house size was to be 1200 square feet, the streets should be public and since no recreation was planned for that property, a 5 % fee would be charged in lieu of the land for recreation. Mayor Ison reminded Mr. Tooley that the comments made tonight were not official since this was a workshop meeting and were only for his information and guidance on preparing his plans.
