HomeMy WebLinkAbout03-08-88 SS e MINUTES OF THE SPECIAL SESSION OF THE CITY COMMISSION HELD ON MARCH 8, 1988 The meeting was called to order at 7140 p.m. by Mayor Ison. PRESENT I Mayor Ison, Commissioners Johnson, Dabbs, Bateman and Hager, City Attorney Rosenthal, City Engineer Kelley, City Manager Ryan, City Planner Wagner, and City Clerk Catron. ABSENT I None STAFF POSITIONS City Manager Ryan explained that discussed additional staffing for experiencing more significant work following positions were addressedl they had previously areas that were load increases. The Utilities Director This position should be considered at some time in the future after a Public Works Director/City Engineer had been hired. e Code Enforcement Officer - Capt. Coschignano, Fire Inspector for the City, had been temporarily assigned the additional duties of Code Enforcement Officer, therefore, he did not recommend the addition of this position at this time. Administrative Assistant to the City Manager - This position was requested in order to add administrative support to the City Manager. The position was envisioned to assist the City Manager in the management oversite of tasks and the follow up of assigned duties and proJects to others. Approval of this position was recommended. Assistant Planner - Since the City had been trying to gain more control of our land use changes, Mr. Ryan recommended this position be reevaluated with the forthcoming budget. Inspector - Due to the proJects that were under construction in the City, City Manager Ryan recommended that the Commission consider this position for all utility proJects and construction management. He felt there would be a cost savings in the long run. Of all the positions previously mentioned, City Manager Ryan recommended the role of inspector and the administrative assistant to the City Manager be approved. - Commissioner Dabbs questioned the recommendation for the inspector but not the planner. City Manager Ryan stated that we had hired an assistant planner last year and since we had 1 e Page 2 Sp.cial S...ion City COMMi..ion March 8, 1988 hoped to reduce the workload with the new process, he was not sure at this time of the need for the additional planner. Commissioner Dabbs stated that he felt the engineer should be hired first, then let the engineer select the person for that posit ion. Commissioner Johnson questioned what the salary would be and if the fees would be charged back. City Manager Ryan explained that PEC had used an inspector and some fees would be charged back, but that we were now getting into some of our own proJects. Commissioner Johnson asked if the inspector position would be more cost effective than haveing a consultant on an as-needed basis. City Manager Ryan stated that it would seem that an in-house staff person would save money. Mayor Ison asked if we were now getting out of the planning process and into the construction phase. City Manager Ryan stated that was part of it, but the plans were becoming more complicated and sophisticated. e Commissioner Bateman expressed his concern if we did not hire additional staff for the planning department. He felt we needed some professional help in planning so we could quit depending on outside help. He commended the move on the Code Enforcement Officer position by utilizing the fire inspector and hoped the position of inspector could be grouped with the engineer. City Manager Ryan explained that the inspector and engineer positions involved different skills and would not recommend combining them. They possibly could combine the utilities director and inspector positons. Engineer Kelley stated that he had worked through several city managers, building officials and a public works director and that historically, no records had been available. He recommended the city hire someone with time to set up a data base to build upon and to keep some kind of continuity. He felt they could not do the inspection services as cost effective as the City could in-house. Commissioner Hager agreed with Mr. Kelley and felt that City should hire the staff needed and that it would be cost effective for in-house. the more City Manager applications possi bi lit ies. other two. Page 3 Special Se..ion City Commi..ion March 8, 1988 engineer and planner. Mayor Ison stated that the Commission had expressed their recommendation of hiring the engineer as soon as possible. They wanted the inspector position combined with the engineer for the time being. City Manager Ryan stated that the Engineer/Public Works Director was included in the current budget. That was the only position of the ones he discussed that was included in the budget. Planner Wagner suggested a mid-level planner hired at a pay range from the middle to upper $20,000. level planner could help with transportation efforts. e The Commission approved the addition of the administrative assistant to the City Manager. Commissioner Dabbs asked to hear the specific emphasis of the position. City Manager Ryan explained that the position would be a staff position without line authority and would be used for follow up, quality control and detail. Qualifications would be at least a Bachelor's Degree and some organizational and management experience, with a pay range about the same as low-mid level planner, but look at other cities to determine the market. He would prepare the necessary budget adJustments for their consideration at the 3-15-88 meeting. PAY PLAN City Manager Ryan explained that the compensation analysis was compiled from the data received from other cities in the Tri-County area. For comparison, the midpoint of the pay range was used and the benefits were compared using the City of Dcoee's cost. He stated that there were some deficiencies due to a lack of comparable data which was attributable to the varying duties assigned to similar classifications and Job prerequisites. The City of Dcoee did have one of the finest fringe benefit packages in the Central Florida area. He used the City Manager position as an example and explained how the information had been compiled. He stated that entry level pay positions were too low but felt management was well compensated. He suggested the existing pay plan of 10 steps be reduced in order to create a higher entry level. e Commissioner Dabbs asked where the people were going that were leaving the City and if the benefit package had been in effect long enough to see if that would entice people to stay. City Manager Ryan stated that we were losing police and fire personnel to Orange County and the City of Orlando. 3 e Page 4 City Commission M.eting Marc:h 8, 1988 Commissioner Hager stated that we would lose 5 to 15~ of the employees no matter what was paid and as a smaller city we would be a training ground. Mayor Ison asked if we did any exit interviews and City Manager Ryan said that we did not. Commissioner Dabbs stated that he thought exit interviews were important and he felt the benefit package, whic:h was not a year old, would keep employees from leaving. City Manager Ryan said that he would have on the agenda for next Tuesday, the staff positions and suggested pay raises. Mayor Ison asked that the City try to obtain Orange County and Reedy Creek pay plans. RECESS I 9:00 p.m. CALL TO ORDERI 9:15 p.m. DISCUSSION/ACTION ON ACQUIRINB LAND NEEDED FOR THE EXPANSION OF THE KISSIMMEE WATER WELL - Tom Kelley e Engineer Kelley presented the Commission with maps showing 4 alternatives to ac:quiring additional land for the Kissimmee Water Well and did a slide presentation. Alternative 1 This 4.4 ac:re parc:el of land was north of Tee Pee Lumber and west of Kissimmee. Alternative 2 - This 3.7 acre parc:el of land was slightly irregular and moved to the interior west of alternative 1 site. Alternative 3 - This 3.1 ac:re site was north of the existing sit. and east of Kissimmee. Alternative 4 - This 3.6 ac:re site was south of Hidden Oaks, the Snider proJect, and southeast of the existing site. He explained that currently the City was providing 2.3 mgd 1.7 with the Jamela and Forest Oaks water plants and 600,000 with the Kissimmee water plant. They were proposing that most mains be 12". The proposed plan would be for an additional 5 million gallon c:apac:ity by adding additional wells, storage tanks and servic:e pumps. They were proposing 2 - 400,000 gallon ground storage tanks, 4 high servic:e pumps and auxilliary power units. Mayor Ison asked who looked at the procedure for negotiating for the land. Attorney Rosenthal stated that the attorney involved with the City Manager would work on acquisition of the land. City Manager Ryan said the City Engineer would also be involved. e Commissioner Dabbs questioned the danger factor from infiltration from septic: tanks versus that from commercial sites. Engineer Kelley stated that where the contamination would come from would be some distance not from the adJacent areas and that he did not know of any instanc:es where that had happened. City Manager Ryan asked for the Commission to narrow the choices if they could so the efforts would be less timely and costly. Commissioner Dabbs said that he preferred site 2 if could tell him, technically, that it was as sound as the across Kissimmee. Commissioner Bateman also agreed with 2 but questioned the access. Attorney Rosenthal questioned getting an option both site 1 and 2 and the consensus of the Commission favorable. they site site for on was DISCUSSION/ACTION REGARDING M & M UTILITIES - Tom Kelley e City Engineer Kelley did a slide presentation on the plant and equipment. He reported that the plant needed to be phased out and connected to the City's sewer system. A summary of liabilities and assets were prepared as follows: Liabilities - Construction of a pumping station and force main, $155,000.00; Demolition of the WWTP and Associated Facilities, $25,000.00; Estimated loss of connection fee revenue, $636,000.00 and Proposed selling price by current owner, $200,000.00 for a Total of $1,016,000.00 in liabilities; Assets - Fair market Value for the land owned by M & M, $95,000.00 and Rough estimate of ability of system to support debt service using city's sewer rates, $325,000.00 for a total of $420,000.00 in assets. The conclusion made by Engineer Kelley was not to proceed at this time to make any offer on the purchase of M & M Utilities. Stanley Cohen was preparing for the estimated capacity available for sale and recommended no purchase at this time. Roger Freeman, 301 San Sebastian Court, Altamonte said they owned land around the plant and that he working with Mike Minton, owner of M & M Utilities to buy some of the land.
