MINUTES OF THE OCOEE CITY COMMISSION SPECIAL SESSION HELD
FEBRUARY 7, 1989
The special session was called to order at 6:33 p.m. by Mayor Ison
in the commission chambers.
PRESENT: Mayor Ison, Commissioners Combs, Dabbs, Hager and
Johnson, City Manager Bateman, Assistant City Attorney Woodscn,
City Engineers Kelly and Refling, Planning Directer Behrens,
Associate Planner Claman, Public Works Director Brenner, and City
Clerk Grafton

DISCUSSION ON LOCATION OF WASTE WATER TREATMENT PLANT
Mr. Dave Refling, Professional Engineering Company, briefed
Commissioners on PEC's recommendations regarding the City's
immediate needs relating to waste water service. Mr. Refling
stated that the current critical need is to prepare now in order
to guarantee the City's ability to provide for effluent disposal
for all the developers who recently purchased connections to the
waste water service. Mr. Refling explained further that the A.D.
Mims plant has already gone through the permitting process and
there is plenty of land there to increase size to 3.5 MGD when
needed. The recommendation is to proceed immediately with the
design and construction of (1) a master effluent pumping station
at the existing engineers plant site, (2) the required effluent
transmission and distribution system and (3) Phase 1 of the
percolation pond system to be located on the Chicone site. Mr.
Refling pointed out that there were alternate areas that could be
considered but that they were outside of the city's planning area,
and that changing over to one of those sites would cost an
additional million dollars. Commission tentatively approved the
recommendation and Mr. Refling said that the informational packets
would be delivered to Commissioners this week.
Mr. Refling pointed out that the proposed beltway extension comes
right through the waste water transmission lines and he
recommended negotiating with the Expressway Authority for
access/crossing. Planning Director Behrens stated that they had
discussed a 12 x 12 access and Waste Water Supervisor Holland said
that he does not anticipate needing a larger space as long as
there is an alternative route to the facility.
Mr. Refling advised that there is a need to build a pump station
from Olympic Cove and connect the lines to pump up to the station
at A.D. Mims Road.

Mr. Refling said that they are working with Arvida, City Manager
Bateman and staff on the Southern Transmission System. Mr. Kelly
stated that the width of the road needs to be determined and that
he will have a communication by the next meeting date regarding
the transmission system. Mr. Kelly added that he had been
requested to advertise for the project, however, he emphasized

The consensus was that direction had already been given to assess
the participating property owners.
Mr. Refling said that Financial Adviser Stanley
requested PEC to project operating expenses over the
years and evaluate the current budget. A staff report
prepared for the February 21 meeting.

Mr. Kelly advised that they are preparing for a workshop on the
status of the water program and the material will be ready by the
end of this week.
