MINUTES OF THE CITY COMMISSION SPECIAL SESSION HELD
MARCH 16, 1989
The City Commission special session was called to order at 7:35
p.m. by Mayor Ison in the training room. A moment of silent prayer
was observed for the nine hostages, especially Mr. Anderson who is
beginning his fifth year of confinement today.
PRBSENT: Mayor Ison, Commmissioners Combs, Dabbs, Hager and
Johnson, City Manager Shapiro, Public Works Director Brenner, City
Engineer Kelley and City Clerk Grafton
ABSENT: None
City Manager Shapiro reported that this meeting has been called to
advise commission about excess muck found in preparing the road
bed for Bowness Road and to present several change orders.

City Engineer Kelley, P.E.C., described Change Order #1 which
provides for the change from an open to a closed drainage system
on the west side of Bowness Road north of the railroad tracks, to
facilitate completion of right-of-way acquisition by City staff,
at a cost of $3,148.30. Commissioner Dabbs moved to approve
Change Order #1 and Commissioner Johnson seconded. Motion carried
with Commissioners Combs, Dabbs, Hager, Johnson and Mayor Ison
voting "Aye."
Mr. Kelley then described Change Order #2 which provides for a
driveway, water lateral, and associated work in accordance with
the right-of-way acquisition agreement with the "Rife Parcel" on
the west side of Bowness Road at a cost of $4,341.20.
Commissioner Combs moved to approve the change order and
Commissioner Hager seconded the motion. Motion carried with
Commissioners Combs, Dabbs, Hager, Johnson and Mayor Ison voting
"Aye."
Mr. Kelley explained the process they had used to evaluate the
quantity of muck to be removed and advised that Michael Sims and
Associates had been on site again to do additional probes to
reverify the work, as the amount of muck removed already exceeds
the total amount estimated. He recommended, as had Public Works
Director Brenner, that a geo-technician be on site to evaluate the
product being removed; and he recommended that Michael Sims and
Associates be engaged to supply that technician. commissioner
Johnson moved to allow up to an additional $25,000 to handle
demucking and to use Michael Sims and Associates as the soil
technician to be on site. Commissioner Combs seconded and motion
carried with Commissioners Combs, Dabbs, Hager, Johnson and Mayor
Ison voting "Aye."

CONCEPTUAL DISCUSSION ON RESOLUTION SUPPORTING DISSOLUTION OF
EXIT 80 IN FAVOR OF MAGUIRE ROAD/BAST-WEST EXPRESSWAY ACCESS
Mayor Ison explained that future plans show that Exit 80 will be
closed down in favor of a futuristic design for interchange on
Highway 50 which would include the beltway access and also the
turnpike access. As Exit 80 has been an accident producing
intersection and this change will be a help to the City, he
proposed that a resolution supporting this change be drawn up for
the next meeting.
