MINUTES OF THE OCOEE CITY COMMISSIONERS WORKSHOP HELD
APRIL 18, 1989
The workshop was called to order by Mayor Ison at 7:07 p.m. in the
commission chambers.
PRESENT: Mayor Ison, Commissioners Combs, Hager and Johnson,
City Manager Shapiro, Planning Director Behrens, Senior Planner
Harper, Associate Planner Claman, Public Works Director Brenner,
Assistant City Attorney Woodson, City Engineers Kelley and Merkle,
City Clerk Grafton
ABSENT: Commissioner Dabbs (ill)
THE HAMMOCKS
City Manager Shapiro explained that this meeting was requested by
the developer in order to clarify the present status, as he had
felt that it was brought to DRC agenda before it was ready.
Issue #1
There was discussion regarding a certain meeting wherein it was
stated that if in 60 days the developer could receive the adjacent
property owners' approval to vacate B.C. Terry Road a certain set
of circumstances would occur. The hearing to vacate B.C.Terry
Road resulted in the vacating being denied. Developer's position
is that the stipulations were not based upon whether or not the
road was vacated. After thorough investigation, Senior Planner
Harper feels that the records show otherwise. This is a policy
issue staff cannot resolve.
Issue #2
Developer feels that the 24" vs 18" miami curb is an option for
them; staff feels 24" is to be preferred and that 18" is a minimum
and not recommended in this plan.
Issue #3
Developer has 2.3 acres of private park, which they will, under
protest, retract and pay $31,500 if they cannot have the private
park land.
Issue #4
Geotechnical data regarding the retention-detention areas,
particularly the sink hole depression, and whether or not the
material is available for staff to make a recommendation as to
whether it would deal with the stormwater runoff at the
appropriate level.
City Manager Shapiro said the rest of the items can be dealt with
by staff.
City Engineers Kelley and Merkle stated that there are at least 15
unresolved engineering problems besides the sink hole, including
the wetlands jurisdictional lines.

Mr. Steve Mellich, C.C.L. Consultants, said that they had failed
to respond to 1 new item, but that they have responded to the
rest.
Mayor Ison instructed the engineers to resolve any issues they
could deal with before the matter comes before Commission in the
regular meeting tonight, and for those issues that cannot be
handled tonight to set a time certain when they can be prepared so
that a special session can be called.
Mayor Ison stated that the 18" curbs had been approved in the
preliminary site plan hearing. City Manager Shapiro pointed out
that sometimes items are on plans and not addressed and can be
clarified. There was no change made.
ADJOURNMENT
The meeting adjourned at 7:28 p.m..
