MINUTES OF THE CITY OF OCOBE JOINT CITY COMMISSION-PLANNING AND
ZONING BOARD WOR~SHOP HBLD JULY 18, 1989

City Commission-Mayor Ison, Commissioners Combs,

Mayor Ison called the joint workshop to order at 6:33 p.m. and
stated that this workshop was called to review the new Planning
and Zoning Board By-Laws Ordinance before placing it on a regular
Commission agenda. Chairman Swickerath pointed out that there are
other items that should be addressed as well, but that first a
review of the ordinance was in order. Mayor Ison noted that the
matter concerning a board member being a resident of the City of
Ocoee was stated in the second sentence of Section 2 and repeated
in Subparagraph 2. Consensus was to omit the sentence "Board
members will be residents of the City." in Section 2 in order to
avoid redundancy. In response to Mayor Ison's question regarding
Section 3 Subparagraph 6, Chairman Swickerath said that the Board
felt that if a project is important enough to come before
Commission it should also come before the advisory board and that
in order to function in an advisory capacity they should see
development at both the preliminary and final engineering stages.
Member Linebarier said that it is hard to keep the overall
picture when some projects go in without Planning and Zoning Board
review. There was some discussion regarding the time frame of
processing developments when adding this step to the calendar.
Member Sims noted that there may be complaints from developers
with this extra step, as larger towns do not schedule a final
engineering review by the Planning and Zoning Board, adding
however, that other small towns do include it. Chairman
Swickerath said that sometimes they feel that their
recommendations are not being passed on to the Commission and they
thought that if they had an opportunity to follow thru they could
assure that their thoughts were being addressed. There was
discussion stressing the need for timely transcribing of the
minutes so that the records of the meetings would be available
immediately. There was discussion also concerning the Board's
effectiveness as they have seen the Commission addressing the same
issues that the Board has already covered. This causes the Board
to feel that (1) the Commission is not receiving the opinions of
the Board until after the decisions are made, or (2) the

Commission does not value the op1n10ns of the Board. City Manager
Shapiro pointed out that he had suggested to Chairman Swickerath
that a Board Representative should attend Commission meetings and
speak out if the Board's recommendations are not accurately
presented. Mayor Ison advised that he had asked that a case
history be kept in the Planning Department on each project to
facilitate communication in this area. Mayor Ison also said that
past experience has shown that one of the best ways for both
boards to work toward supplying the needs of the community is in
joint workshops such as this one. Another joint workshop for open
discussion, to include City Commission, Planning and Zoning Board
and Planning Staff, was scheduled for 4:30 p.m. Saturday, July 29,
in the meeting room at Holiday Inn.
