MINUTE'S OF THE CITY OF OCOEE CITY COMMISSION SPECIAL SESSION HELD AUGUST 22, 1989 The special session was called to order at 7:36 p.m. by Mayor Ison in the commission chambers. Commissioner Dabbs led in prayer and the pledge of allegiance. PRESENT: Mayor Ison, Commissioners Combs, Dabbs, City Manager Shapiro, City Attorney Rosenthal, Shira, Planning Director Behrens, Senior Planner Clerk Grafton Hager, Johnson, City Engineer Harper and City ABSENT: None CONSENT AGENDA Commissioner Dabbs moved to approve the Consent Agenda as presented. Commissioner Combs seconded and motion carried with unanimous vote in favor. The Consent Agenda consisted of: A. 1- The Hammocks Tri-Party Agreement; A.2- The Hammocks Street Lighting Agreement: A.3-The Hammocks Final Plat Approval: B. Approval of Interlocal Agreement re: Clark Road. FIRST READING OF ORDINANCES City Manager Shapiro read the title only of Ordinance No. 89-24: Revisions to Water/Sewer Rates and Deposits and explained the items on the staff report. Mayor Ison pointed out to the citizens that this action does not pass this or the following ordinance but that they will be passed at the second reading scheduled September 5, 1989. City Manager Shapiro read the title only of Ordinance 89-25: Maximum Building Height Limitation for Hospitals and Medical Facilities. Mr. Stephen Bozarth, Attorney with Dean, Mead, Egerton, Bloodworth, Capouano & Bozarth, read a recommended revision to the ordinance which will be presented as a proposed amendment in Planning Director Behrens' staff report at the public hearing scheduled for September 5, 1989 at 7:30 p.m.. City Manager Shapiro read the title only of the following ordinances and announced that the second reading and public hearing for these ordinances is scheduled for September 19, 1989 at 7:30 p.m.: (During the reading of the titles Mayor Ison stepped away from the table and was in the back of the commission chambers: he returned as City Manager Shapiro finished the reading.) 1. OTHER BUSINESS DISCUSSION ON LAKB COUNTY PROPOSED LANDFILL SITE (AVALON) Mayor Ison directed City Manager Shapiro to write to the Lake County Commission and their Administrator expressing concern regarding the effect the leachate from Lake County's proposed landfill site will have on our water supply. RBCESS FROM 7:57 P.M. TO 8:20 P.M. City Attorney Rosenthal left the meeting at 8:20 p.m. BUDGBT REVIEW City Manager Shapiro presented an overview of the proposed budget which indicates revenues/expenditures of $15,104,300 for FY89/90. Mr. Shapiro advised that this budget allows the City to be ready for what we know is coming in growth. Commissioner Dabbs was away from the table from 8:23 to 8:28 p.m. during this presentation. Mayor Ison noted that for the first time we do have a capitol improvement program and it includes some one time expenditures that will help us right on: paving Clark Road, improving the water system, and improving the sewer facility. Mayor Ison said also that he has checked with Daytona and the water rates are equal to ours. City Manager Shapiro pointed out that it is not often that citizens have the advantage of an ordinance that advises rate changes for three years in advance as does the ordinance revising the water/sewer rates that is on this agenda. . When Mayor Ison asked for comments from the citizens, Mr. Ray Meeks, 102 N. Cumberland Avenue, stated that he has no objection to paying taxes and that in order to plan for the future tax increase is necessary. Mr. Meeks is concerned, however, that the old part of town stay on equal terms with the new portion rather than die as the outskirts prosper. . . . Page 3 Ocoee City Commission Special Session August 22, 1989 Mr. R.P. Mohnacky, 1820 prairie Lake Boulevard, expressed at length his concern that the police and fire departments are overstaffed for our population. There were no further citizen comments. Commissioner Combs asked if there would be a special meeting to consider the Over 65 Program. The consensus was that although all had wanted it to be sorted out before the adoption of this budget, the Commission would wait until October to begin studying the matter in depth. Mayor Ison polled the Commissioners for opinions of the budget as presented by City Manager Shapiro: Commissioner Hager said that he has no heartburn with the budget. In service areas we have lost good people because of low salaries and additional money in the budget for that is well placed. Commissioner Hager stated that he feels the only way to deal with the Over 65 Program is to keep the commitments made. Commissioner Combs said that he has no problems with the budget, that he shudders at the increase but he knows what it is for. Commissioner Combs was pleased with the five year plan as well. Commissioner Dabbs asked where we are in percentage of budget with personnel services and as compared with other cities. City Manager Shapiro replied that we were 67% heading to 70% and that 72% is healthy. Commissioner Dabbs stated that our people are our greatest asset and he noted that the greatest increase in personnel are in areas that provide protection for the community. Commissioner Dabbs commended City Manager Shapiro for doing the job he was asked to do: balance the budget and reorganize: and he stated that the budget is worthy of Commission support. Commissioner Johnson said that City Manager Shapiro came in and took a ship with a big hole in it and got it back afloat. Commissioner Johnson reinforced Commissioner Dabbs' remarks regarding the personnel in both the police and fire departments and stated that we should have raised ad valorem taxes three years ago. Regarding the Over 65 Program, Commissioner Johnson said that he had lived here most of his life and he wants us not to go back on our word by cutting off the program. Commissioner Johnson also said that it is this Commission's responsibility to control growth as it is not possible to stop it. . . . Page 4 Ocoee City Commission Special Session August 22, 1989 Mayor Ison said that he has some concerns going back to 83/84 and he will give them to City Manager Shapiro to report back to him. Mayor Ison asked what the insurance coverage cost per employee was last year and this year and City Manager Shapiro responded $3,800 last year and $5,850 this year. Mayor Ison said also that he was in Gainesville where they overstaffed during growth and now have a problem and that he would prefer to see inovation rather than an increase in staff and dollars. Regarding the Over 65 Program, Mayor Ison said that this Commission has previously voted to put $185,000 in a recreation facility that the senior citizens have not used and will not ever use and so the arguments that the program is discriminatory do not hold water. Mayor Ison asked that the following information be provided to all the Commissioners: 1. How many miles of sidewalk/roads, etc. for the dollars spent: 2. Printout of current budget standing: 3. Cost per person (employee) to the City. Mayor Ison announced that the budget workshops advertised for this week on August 23 and 24 have been canceled and that a budget workshop will be held at 6:30 p.m. on September 11, 1989 immediately before the public hearing at 7:30 p.m..
