MINUTES OF OCOEE CITY COMMISSION WORKSHOP HELD FOR CITY MANAGER
EVALUATION ON SEPTEMBER 19, 1989
PRESENT: Mayor Ison, Commissioners Combs, Dabbs, Hager and
Johnson, City Clerk Grafton. Also present were Public Works
Director Brenner, Associate Planner Claman, Times Reporter Mary
Ann Swickerath, Sentinel Reporter Karen Samsock.
ABSENT: None
Mayor Ison called the workshop to order at 6:33 p.m. in the city
hall conference room and explained that the purpose of the meeting
was to evaluate City Manager Shapiro's work as per the agreement
upon hiring. Forms showing the goals that had been set, with space
to record their opinion of City Manager Shapiro's progress toward
attaining those goals, were provided for each Commissioner. The
goals that had been set were: 1) Balance Budget, 2) Re-organize
staff, 3) Upgrade employee morale, 4) Get development projects
reviewed, 5) Prepare for bond issue and utility loan, 6) Prepare
City for growth.

Commissioner Dabbs concurred with Commissioner Combs' remarks and
stated also that City Manager Shapiro is better than average on
all six items.
Commissioner Hager stated that employee morale, which is very
important, is up and he feels that City Manager Shapiro is doing a
super job.
Commissioner Johnson said that the budget looks good and staff is
happy, projects are going on and he has had compliments from
citizens, all of which add up to a good job.
Mayor Ison said that City Manager Shapiro is meeting and exceeding
the requirements.
Goals were set for fiscal year 89-90: 1) Quarterly budget reviews
and prepare budget in May, 2) Intergovernmental communication, 3)
Capitol improvements completed in a timely manner, 4) Maintain
employee morale and the project review process.
Goals for the next 2 to 5 years: 1) Transportation, 2) Drainage,
3) Utility operation, 4) Financing.
