Background Summary:
The Fiscal Year budget for 08/09 approved the addition of a Fire Station and personnel in District One. The Fire
Department will provide a reserve engine as the assigned apparatus, which is currently in inventory and
available. A new engine will be required to be purchased to provide first line coverage from this station.
Authorization is needed to piggyback the St. Johns County Contract RFP-07 -53 for a Pierce Enforcer Custom
Pumper.
Issue:
The age of the two (2) KME reserve pumpers are 14 and 15 years old, respectively. They are both in good
condition and serve the City as reserve units. Both units are available to serve as first line apparatus, but only
on a temporary basis. The 75' Aerial Pierce is 12 years old, and will also be used as a first line apparatus, when
needed, but will mostly serve as a reserve apparatus.
The current fleet of three (3) first line fire pumpers are Pierce Enforcer Custom Pumpers, the oldest of which is
5 years old. The Pierce Enforcer line will be discontinued in January 2009 and replaced with a different body
model and motor. In order to keep the Fire Department fleet standardized and experience the economy of this
standardization, the pumper must be ordered before the end of 2008.
The total financed cost of the Pierce Enforcer Custom Pumper and equipment necessary for operation is
$412,671.36.
The City budgeted $20,000.00 in the Capital Vehicle account from General Revenue funds. This will be
supplemented with $83,167.84 from the Fire Impact Fee account for the first of four (4) lease-purchase
payments in FY 08/09.
Recommendations
Staff recommends that the City Commission 1) Approve piggybacking on the St. Johns County Contract #RFP
07-53, and 2) Authorize staff to secure financing through SunTrust Bank for the Pierce Enforcer Custom
Pumper, and authorize the Mayor, City Clerk, and Staff to execute the lease-purchase agreement and related
documents.

Financial Impact:
If the order is delayed until after January 1, 2009 there will be a 3% increase ($10,116,00) to the base price of
the Pierce Enforcer Custom Pumper. There will also be an increase of approximately $10,000.00 to $12,000.00
due to additional requirements mandated by the National Fire Protection Assn., effective 1/1/09.

PROPOSAL FOR FURNISHING FIRE APPARATUS

The undersigned is prepared to manufacture for you, upon an order being placed by you, for final
acceptance by Pierce Manufacturing, Inc., at its home office in Appleton, Wisconsin, the apparatus and
equipment herein named and for the following prices:
One Pierce Enforcer Custom Pumper per the enclosed proposal. This unit is being offered by
accessing our existing contrat with St. Johns County RFP 07-53 for Fire Apparatus and Specialty
Application Vehicles. Contract information is included in Tab 4 of this proposal.
Per the St. Johns County Contract. the price quoted is based upon Dealer Net/GSA pricing plus a 3%
dealer mark-up. A pricing summarv is included on the following pagefor your review. Please refer to
the last page of the Pierce Component List in this section for Dealer Net pricing information.
Price quoted will remain firm for 30 days. In additon. a 3% price roll-back concession has been
included in the proposal price to reflect correct apparatus pricing for orders submitted to Pierce prior to
November 30th. 2008.

Said apparatus and equipment are to be built and shipped in accordance with the specifications
hereto attached, delays due to strikes, war, or intentional conflict, failures to obtain chassis, materials, or
other causes beyond our control not preventing, within about 160 working days after receipt of this order
and the acceptance thereof at our office at Appleton, Wisconsin, and to be delivered to you at the City of
Ocoee. Florida.
The specifications herein contained shall form a part of the [mal contract, and are subject to
changes desired by the purchaser, provided such alterations are interlined prior to the acceptance by the
company ofthe order to purchase, and provided such alterations do not materially affect the cost of the
construction of the apparatus.
The proposal for fire apparatus conforms with all Federal Department of Transportation (DOT)
rules and regulations in effect at the time of bid, and with all National Fire Protection Association (NFPA)
Guidelines for Automotive Fire Apparatus as published at the time of bid, except as modified by customer
specifications. Any increased costs incurred by first party because of future changes in or additions to said
DOT or NFP A standards will be passed along to the customers as an addition to the price set forth above.
Unless accepted within 30 days from date, the right is reserved to withdraw this proposition.
