MINUTES OF THE RECESSED MEETING OF THE CITY
COUNCIL OF THE CITY OF OCOEE, FLORIDA, HELD
MONDAY, AUGUST 27, 1945.
Present: Councilman Farmer, Fields, Minor, Slone and V~itaker
and Mayor Calhoun.
Absent: None
A quorum present.

The meeting was called to order by Chairman Farmer at 8:30 P. M.
and the meeting was opened up by Mayor Calhoun "and for the
purpose of the Attorney's Lea and Gray to explain the matter of
the Bond Refunding Plan and how it is to be worked. There were
approximately 40 Citizens and property owners of Ocoee present.
Mr. J. P. Lea took the chair and begun his talk dating back from
the incorporation of the City, and explained various phases in
which the City has been struggling along with the Bond situation
as well as all the properties that has been excluded from the
City by Court orders. After Mr. Lea had read a very lengthly
resolution, entitled as follows:
A RESOLUTION AUTHORIZING AND DIRECTING THE MAYOR AND
THE CITY CLERK OF THE CITY OF OCOEE TO EXECUTE, ON
BEHALF OF THE CITY, CERTAIN CITY OF OCOEE, FLORIDA,
REFUlIDING BONDS, ISSUE OF 1945; DESIGNATING AND PRO-
VIDING THE NUMB~BS AND DENOMINATIONS OF SUCH REFUNDING
BONDS OF THE CITY OF OCOEE, ISSUE OF 1945; AND PRO-
VIDING THE MANNER AND METHOD THAT THE FIRST NATIONAL
BANK OF CHICAGO, CHICAGO, ILLINOIS, SHALL USE IN
EFFECTING DELIVERY OF SAID REFUNDING BONDS, ISSUE
OF 1945, AND PARTICIPATING CERTIFICATES FOR ORIGINAL
SECURITIES OF THE CITY OF OCOEE, FLORIDA.

Councilman Minor made a motion to accept the proposition of the
bond holders and as has beenapporved by the Federal Courts that
they have offered. This motion was seconded by Councilman Whitaker,
voted upon by the Council and carried.
Councilman Whitaker made a motion to pay Lester Harris his first
insjallment of $375.00 plus interest at 2*% for the two months
being to September 1st 1945 of $31.25. The motion was seconded by
Councilman Slobe, Voted upon and carried.
Councilman Whitaker made a motion to adopt a resolution entitled
as follows:
A RESOLUTION AUTHORIZING AND DIRECTING THE CITY OF OCOEE,
FLORIDA, TO CAUSE THE BE PUBLISHED IN "BOND BUYER", 67
PEARL STREET, NEW YORK, NEW YORK, A NOTICE TO BONDHOLDERS
AS REQUIRED BY THE INTERLOCUTORY DECREE IN THE COMPOSmTION
PROCEEDINGS.
This motion was seconded by Councilman Fields, Voted and carried.
Councilman Whitaker made a motion to adopt Ordinance as read,
and as follows:

AN ORDINANCE PRESCRIBING THE AUTHORITY OF THE MAYOR AND
THE CITY CLERK IN DRAWING MONEYS FROM THE ACCOUNTS OF THE
CITY OF OCOEE, FLORIDAl AND PRESCRIBING THE MANNER AND
METHODS OF PAYING ACCOuNTS OF T~ CITY.
This motion was seconded by Councilman Minor, Voted and carried.
Councilman Whitaker made a motion to adopt Ordinance as read,
and as follows:
AN ORDINAI~CE PROVIDING FOR THE LEVY OF TAXES ON ALL
PROPERTIES IN THE LIMITS OF OCOEE, FLORIDA1 FOR THE
FISCAL YEAR 1944 FOR THE PAYMENT OF BONDED INDEBTEDNESS
OF SAID CITY: PROVIDING THE MANNER AND METHOD OF SETTLING
DELIN~UENT TAXES AND SPECIAL ASSESSMENTS.
This motion was seconded by Councilman Minor, voted and carried.

Councilman 'Fields made a motion to adopt Ordinance as read,
and as follows:

AI ORDINANCE PRESCRIBING AND SETTING FORTH THE DUTIES
AND AUTHORITY OF THE CITY CLERK OF THi CITY OF OCOEE,
FLORIDA WITH REFERENCE TO COLLECTING AND DEPOSITING MONEYS
RECEIVED BY HIM; SETTING FORTH THE AUTHORITY AND DUTIES
OF THE CITY CLERK OF THE CITY OF OCOEE, FLORIDA IN
CREATING A'- "GENERAL FUND" AND AN II INTEREST AND SINKING
FUND"; SETTING FORTH THE MANNER A.liD METHOD OF DR1iWING
CHECKS UPON EAOH OF SAID ACCOUNTS; AND PRESCRIBING THE
MANNER Al~D METHOD WHEREBY ANY AND ALL CLAIMS AGAINST
THE CITY S~LL BE PAID:
This motion was seconded by Councilman Slone, voted and carried.
There being no further business, Councilman Whitaker made a
motion that the meeting be adjourned. This motion was seconded
by Councilman Minor, voted upon and carried. Thereupon, the
Council a~journed at 10:00 P. M.
