AN ORDINANCE OF THE CITY OF OCOEE, FLORIDA,
CREATING A PARKS AND ROCREATION ADVISORY
BOARD; PROVIDING FOR SEVERABILITY, CON-
FLICTS, .AND EFFECTIVE DATE.
BE IT ENACTED BY THE BOARD OF CITY COMMISSIONERS OF THE CITY OF OCOEE,
FLORIDA, AS FOLLOWS:
SOCTION 1. There is hereby created a Parks and Recreation Advisory
Board as follows:
A. Parks and Recreation Director
The City Manager shall appoint a Parks and Recreation
Director, whose tenure of office shall depend upon good
conduct and efficiency, and who shall be accountable to
the City Manager, He/she must have a thorough knowledge
of recreation programs and park maintenance and shall
be qualified by training and experience to manage per-
sonnel.
The Director shall be responsible for preparing annual
budgets, submitting reports, supervising all parks and
recreation personnel, accounting for all parks and re-
creation property and any revenues derived therefrom,
planning, scheduling, and supervising all City recrea-
tional programs, and otherwise managing the City's
recreation activities,
Section Two. Parks Concessions
The Parks and Recreation Director, with approval of the
City Manager, the Mayor and Board of City Commissioners,
shall authorize and regulate the operation of concessions
in the City's various parks for the sale of non alcoholic
beverages and food. The Director shall establish fee sche-
dules, collect and account for all revenues, and shall
closely supervise all concession activities, The Director,
in conjunction with the City Clerk, shall ascertain and
require adequate insurance coverage before any concession
operations.
B. Parks and Recreation Advisory Board
a. There is hereby created a Parks and Recreation Advisory
Board which will advise the Mayor, the Board of City Com-
missioners and City Manager, and the Parks and Recreation
Director on the operation of the City's parks, recreational
facilities, and programs,

b. The Mayor and Board of City Commissioners shall appoint,
subject to confirmation by the City Commissioners, five
city residents to the Parks and Recreation Advisory Board,
The Parks and Recreation Director and the Mayor or his de-
designee shall be Ex officio members of the Parks and Re-
creation Advisory Board, Each appointed member shall be
appointed to serve equal terms of two years, Vacancies
occuring during the term shall be filled by the Mayor and
Board of City Commissioners, The Advisory Board members
shall serve without compensation,
c. The Parks and Recreation Advisory Board shall make re-
commendations on issues concerning the City's Parks and
Recreation facilities, both on its own and as requested
by the City Manager or the Parks and Recreation Director.
d. The Parks and Recreation Advisory Board shall have no

authority to contact or otherwise pledge or commit revenues
of the City without prior Commission approval,
e. The Parks and Recreation Advisory Board shall elect a
chairperson and such other officers as shall be deemed advisable.
Failure to attend more than two regularly scheduled consecu-
tive meetings without an authorized absence shall be grounds
for automatic removal from the Board,
SECTION 2. Severability - The invalidity of any section, clause, sen-
tence, or provision of this Ordinance shall not affect the validity of any
other part of this Ordinance which can be given effect without such invalid
part or parts,
SECTION 3. Conflicts - All Ordinances or parts of Ordinances in con-
flict with this Ordinance are hereby repealed,

SECTION 4. Effective Date - This Ordinance shall become effective
