Background Summary:
Shoring Equipment was purchased with the 1999 Freightliner Heavy Rescue truck that was designated for use
as building collapse rescue equipment. When the Heavy Rescue truck was sold in 2005 the equipment had
been placed in storage, with no plans for further use.
Issue:
The Shoring Equipment was purchased new, ten years ago, for $19,207.31 and has never been used for it's
designed purpose. The equipment has been in storage for 4 years with no plans for use in the future. Lake
County Fire Rescue has expressed an interest in purchasing the equipment for $5,000.00 and has received
approval for the purchase by the Lake County Manager.
Recommendations
Staff recommends the sale of the Air Shore Rescue Equipment to Lake County Fire Rescue for the amount of
$5,000.00 and using the proceeds for the purchase of 1.75" fire hose to replace existing hose on the first run
engines that are of inferior quality. The new hose will increase safety, efficiency and effectiveness of the
firefighting crews.

ISSUE
The Shoring Equipment was purchased new, ten years ago, for $19,207.31 and has never been used for it's

Section 15 of the County's Purchasing Procedure Manual requires the County iVlanager's prior
approval of purchases in excess of $1 ,000 and under $25,000 which may involve other than a full
and open competitive process.
Public Safety has stated a desire to purchase Air-Shore equipment currently owned by the Ocoee
Fire Depal1ment for the amount of $5,000. Public Safety has indicated they would use currently
available grant funding to support the purchase, and that they would have budgeted for this type
of equipment in the next fiscal year. As the value of the equipment purchased new on the open
market would approximate $20,000, and as the Ocoee equipment has been determined to be in
good operating order; it appears the proposed purchase is fiscally prudent and operationally
proper.
The Ocoee Board of COlllmissioners requires a notice of our intent to purchase prior to disposing
of the property. If you concl\l' with the recommendation, the attached letter wi II be executed, and
forwarded as noted, to support the purchase. The other attachments describe the equipment and
confirm the price and condition of the equipment.
