MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY CF OCOEE, FLORIDA, HELD NOV. 3, 1959
Present: Councilmen Freeman, Pounds, Holland, Marsden, & Howell
Mayor Broadaway
Absent: None
The meeting was called to order by Councilman Freeman at 9:20 P.M.
The minutes of the last regular meeting held October 20, 1959 and
the Special meeting held Oct. 27, 1959 and the Spe6ill meeting held
October 29, 1959 were read a'nd app'roved.
Councilman Marsden made a motion to adjourn the recessed meeting of
October 29, 1959. Motion was seconded by Councilman Howell. Voted
and Carried.
Councilman Marsden made a motion to pay the following bills, Council-
man Howell seconded the motion. Voted and Carried.

Councilman Pounds made a motion to accept the count of the
election board for the regular City Election held Nov. 3,
1959 and read by the Clerk of the Election Board to elect
a Mayor and two Councilmen for the term of two years. The
total number of votes were 470 which read as follows: For
Mayor: John T. Minor 264 votes" Pat Broadaway 201 votes,
For Councilmen Group I: C. R. "Cliff" Freeman 285 votes,
Tom H. Hazen 50 votes and William L. Knight 119.votes, for
Councilmen Group II: James Laird 265 and Sam Holland 192 votes
1 write in votec:.for. J. B. Barnard for Mayor, 1 write in vote
for John Wilmeth for Mayor, 3 write in votes for Margaret
Vandergrift for Mayor and I v..rri te in v ote for Dale Monroe for
Councilman Group I. Making the highest number bf:::.votes for
John T. Minor for Mayor, C. R. "Cliff" Freeman for Councilman
in Group I, and James Lattd for Councilman in Group II, and
they are duly. elected as Mayor and Councilmen for two years.
Councilman Howell seconded the motion. Councilmen Pound~,
Holland, Howell, and Marsden voted AYE. No no's, Carried
unanimously.

At this time Justice of the Peace, District 3, Orange County
Florida administered the Oath of Office to John T. Minor as
newly elected Mayor, in turn Mayor Minor adminitter.ed t he Oath
of Office to C. R. "Cliff" Freeman and James Laird as newly
elected Councilman.

There being no further business, Councilman Marsden made a motion to

MINUTES or SPECIAL MEETING HELD NOVEMBER 3, 1959
Present: Councilmen: Freeman, Pounds, Howell, Marsden, & Laird
Mayor Minor
. Absent; None
Meeting was c aIled to order at 10: 50 P.M. by Mayor Minor, acting as
cha.irman.
A motion was made by Councilman Marsden to appoint Councilman Freeman
as Chairman of the Council. Motion was seconded by Councilman Howell
Councilmen Pounds, Howell, Marsden & Laird voted AYE. No no',s.. Carried
unanimously.
There being no further business
Councilman Marsden made a motion to recess this meeting until Thursday
Nov. 5, 1959 at 8:00 P.M. Motion was seconded by Councilman Howell.
Voted and Carried. Thereupon Council recessed at 10:55 P.M.

Present: Councilmen Freeman, Howell, Marsden & Laird
Mayor Minor
Absent: Councilman Pounds
Meeting was called to order by Councilman Freeman at 7:50 P.M.
President of Council Freeman then appointed the following as Chairman
and Vice-Charrman of the various departments.
Councilman Howell as Chairman of Street Dept. and Councilman Laird
as Vice-Charrman.
Councilman Marsden as Chairman of Water Dept. and Councilman Pounds
as Vice-Chairman.
Councilman Pounds as Chairman oT Equipment and sightng Purchase
Orders and Councilman Howell as vice-chairman.
Councilman Laird as Chairman of Sanitation dept. and Councilman
Pounds as Vice-Chairman.

Councilman Marsden made a motion to retain George Henry Vandergrift
as Fire Chief, and~,Lenoy:''llu~nerY!asdAs~'ticF:hreJ.eh:hef. Motion was
seconded by Councilman Howell. Voted and carried unanimously.
Councilman Howell made a motion to retain Barbara Mills as City Clerk
and Treasurer. Councilman Laird seconded the motion. Voted and carried.
Councilman Marsden made a motion for Spencer C. Cross to continue as
City Attorney. Motion was seconded by Counc~lman Howell. Voted and
carried.

Councilman Howell made a motion to rehire all the following men on
the Street Dept.: Richard Bodiford, Otis Hensley, H. C. Wade, and
J. C. Richards. The motion was seconded by Councilman Marsden.
Voted and carried.
Councilman Marsden made a motion to keep Sam Oliver and Grady Smith
on the Water Dept. Councilman Howell seconded the motion. Voted
and Carried'l.

Councilman Marsden made a motion to raise Sam Oliver's salary $10.00
per week. Motion was seconded by Councilman Howell. Voted and
carried.
Councilma~Mg5~d~~otion to keep J. B. Griffin as City Judge and pay
him $12.50 per court day. Motion was seconded by Councilman Howell.
Voted and Carried.
Councilman Marsden made a motion to hire Jesse Carnley, on the Mayor's
recommendation, as Policeman of Ocoee. Motion was seconded by Council-
man Howell. Voted and Carried~
~ Councilman Laird made a motion to hire F. D. West as Policeman.
C;; Motion died for lack of a second.

CQ Counctlman HO\"lell made a motion to give Mr. West 2 weeks pay on the
~ Mayor's recommendation. Motion was seconded by Councilman Laird.
Voted and carried.

Councilman Marsden made a motion to have any person being employed
by the City have a physical examination by a City Physician.
Councilman Howell seconded the motion. Councilman Howell, Marsden
and Laird voted AYE No no's. Carried uaanimously.
Councilman Howell made a motion to raise Jesse Carnley to $265.00 per
month. Councilman Marsden seconded the motion. Councilman Marsden
howell & Laird voted AYE. No no's. Carried unanimously.
A motion was made by Councilman Howell to refund Mr. ArtnureOl:ark~lthe
difference in the raise of his taxes. Motion was seconded by
Councilman Marsden. Councilman, Marsden, Howell ~ Laird voted AYE
No no's carried uaanimously.
Councilman Marsden made a motion to accept the contract drawn up
by the City Attorney between the City of Ocoee and Jack E. Anderson
and Harold F. Holland, Engineers. Councilman Howell Seconded the motion.
Voted and ~arried.
There beingno further basiness Council Marsden made a motion to recess
this meeting. Councilman Howell seconded t he motion. Thereupon
Council recessed at 8:55 P.M.

MINUTES OF THE SPECIAL MEETING HELD NOV 9, 1959
Present: Councilmen Freeman, Pounds, Howell, Marsden, & Laird
Mayor r-1inor
A~sent: None
Councilman Laird made a motion to hire Lavond Johnson as policemen
providing he pass a physical and is satisfactory for two weeks, on
the Mayors recommendation. Motion was seconded by Councilman Marsden.
Councilmen Pounds, Marsden, Howell & Laird voted AYE. No no's.
Carried unanimously.
Councilman Marsden made a motion to make Jesse Carnley Chief of Police
on the Mayors recomendation. Gouncilman Howell seconded the motion.
Councilman Pounds, Laird, Howell & Marsden voted AYE. No no's.
Carried unanimously.

There being no further business Councilman Pounds made a motion to
recess this meeting. Councilman Marsden seconded the,motion.
Thereupon Council necesserloat 9:30 P.M.
