adjourn this meeting. Countilman Marsden seconded the motion.

MINUTES OF THE SPECIAL MEETING HELD
NOVEMBER 8, 1961
Present: Councilmen: Freeman, Reid, Marsden, and Wilson
Mayor Howell
Absent: Councilman: Dodge
The meeting was called to order by Mayor Howell at 6:05 P.M.
who had been previously sworn in by Judge Tucker
At this time Mayor -Howell/administered the Oath of Office the newly I
elected Councilmen ,Freeman and Wilson., and Councilman Dodge.
Councilman Reid made a motion to appoint Councilman Freeman as
temporary Chairman of the Council. Councilman Marsden seconded
the motion. Councilmen Reid, Marsden and Reid voted YES. No no'a.
Carried unanimously.
Councilman Marsden made a motion to accept the county of the election
board for the regular City election held November 7, 1961 and read
by the Clerk of the Election Board to elect twoe~ Councilmen for the
term of two years,one councilman for the term of one year and a
Mayor for the term of two years. The total number of votes were
642 votes which were as follows: For Mayor, John W. Carter 26,
Raymond G. Howell 303, John T. Minor 252 and E. A. Murray 55. For
Councilman Group 1, C. R. "Cliff" Freeman 397, Patf~Patterson 1,
Raymond G. Howell 1. Councilman Group 2, James W. Laird 267,

Boyd W. Wilson 277. Councilman Group 4, E. A. Dodge 304, Willard R.
Oliver 265. Making the highest number of votes for Raymond G. Howell
for Mayor, C. R. "Cliff" Freeman for Councilman in Group 1, BoyiW. WilsDn
for Councilman in Group 2 and E. A. Dodge for Councilman in Group 4. Mayor
Raymond G. Howell 'is duly elected for Mayor for two years. Coumcilmen
Freeman and Wilson is duly elected as Councilmen for. two years and
Councilman Dodge is duly elected is Councilman for one year. Councilman
Ried seconded the motion. Councilmen Marsden, Reid and Wilson voted
YES. No no's. Carried unanimously.
President of Council Clifford Freeman the appointed the following
as Chairman and vice Chairman of the various departments.
Councilman Reid as Chairman of the Fire Department and Councilman Wilson
as Vice Chairman.
Councilman Wilson as Chairman of the Sanitation Department and Council-
man Marsden as Vice Chairman.
Councilmand Dodge as Chairman of the Street Department and Councilman
Reid as Vice Chairman.
Councilman Marsden as Chairman of the Water Department and Councilman
Wilson as Vice Chairman.
Councilman Reid and Councilman Dodge were appointed in Charge of
Equipment.
Counilmen Marsden and Wilson were appointed in Bharge of buildings
and materials.C
Councilman Freeman appointed James T. Vandergrift, on Councilman!-
Reid's reccommendation, as Fire Chief.
Councilman Marsden made a motion to retain Sam Oliver as water
supertindent. Councilman Reid seconded the motion. Councilmen
Marsden, Reid and Wilson voted YES. No No's. Carried unanimously.
Councilman Reid made a motion to retain Barbara Mills, as City Clerk.
Councilman Marsden seconded the motion. Councilmen Marsden, Reid and
Wilson voted YES. No no's. Carried unanimously.
Councilman Marsden made a motion to retain Ben Griffin as City Judge
an the Mayor's recommendation, Councilman Reid seconded the motion.
Councilmen Marsden, Reid and Wilson voted YES. No no's. Carried
unanimously.
Councilman Marsden made a motion to retain Spencer C. Cross as City
Attorney. Councilman Wilson seconded the motion. Councilmen Reid,
Marsden and Wilson voted YES. No no's. Carried unanimously.
Councilman Marsden made a motion on the Mayor's recommendation, the
retainr Leroy Turner, Ray V. Enfinger and Laurence Ady as Policemen.
Councilman Reid seqonded the motion. Councilmen Marsden, Reid and
Wilson voted YES. No no's. Carried unanimously.
Councilman Wilson made a motion to appoint Richard Bodiford in charge
of the Sanitation.Department. Councilman Reid sconded the motion.
Councilmen Marsden, Reid and Wilson voted YES. No no's. Carried
unanimously.
Councilman Wilson made a motion to retain all City employees in the
capacity they are now serving. Councilman Marsden seconded the motion.
Councilmen Massden, Reid and Wilson voted YES. No no's. Carried
unatl:i1mously.
Councilman Reid made a motion that any pnnchase over $50.00 would
reguire the signatures of three Councilmen on the purhhase order.
Councilman Wilson seconded the motion. Councilmen Marsden, Reid,
and Marsden voted YES. Ko no's. Carried -unanimously.
Councilman Wilson made a motion to have Major Raymond Howell,
Councilman Freeman and Barbara Mills have authority to sign City
checks. CouncilmanMarsden seconded the motion. Councilmen Marsden
Reid and Wilson ~oted YES.- No no's. Carried unanimously.
Councilman Reid made a motion to have the City records
fiscal year ended October 31, 1961. Councilman Marsden
motion. Councilmen Marsden, Reid and Wilson voted YES.

Councilman Reid made a motion for all councilmen to serve as a ~oning
Board. Councilman Marsden seconded the motion. Councilmen Marsden,
Reid and Wilson voted YES. No no's. Carried unanimously.
Mayor Howell was appointed as Chairman of the Ocoee Cemtery. Cohncil-
man Wilson was a ppointed as Vice Chairman.
Councilman Wilson made a motion to write Florida Power Corp. to run
a survey to determine the number of lights needed on Palm Drive and
Pine Street. Councilman Marsden seconded the motion. Counciiliman
Marsden, Reid, and Wilson voted YES. No no's. Carried unanimously.
Councilman Reid made a motion to appoint Councilman Freeman as Civil
Defense Director. Councilman Marsden seconded the motion. Council-
men Marsden, Reid and Wilson voted YES. No no's. Carried unanimously.
Councilman Marsden made a motion to appoint Councilman Freeman to serve
on the Board of Directors of the Ocoee Recreation and Youth Center.
Councilman Reid seconded the motion. Councilmen Marsden, .R~ed and
Wilson voted YES. No no's. Carried unanimously.
There being no further business Councilman Marsden made a motion
to recess this meeting. Councilman Reid seconded the motion. There-
upon Council recessed at e:05 P.M.

The meeting was called to order by Councilman Freeman at 12:20 P.M.
Councilman Reid made a motion to annex the following described
property:

in the City of Ocoee subject to approval of FHA, with paved streets
Miami Curbing and the City agrres to open ditch up on Clarcona Road
and tie in with the State ditch. Councilman Marsden seconded the
motion. Councilman Marsden, Reid and Wilson voted YES. No no's. I
Carried unanimously.
Councilman Wilson made a motion to wait until all Council was present
to make a decision concerning the barn being built. Councilman Reid
seconded the motion. Councilmen Marsden, Reid and Wilson voted YES.
No no's. Carried unanimously.
Councilman .Wilson made a motion to pnrchase 4 new radios and a base
station from OuterCom of Florida, Inc. to be installed in the police
cars and fire ttmhcks. Councilman Marsden seconded the motion.

unanimously.
