MINUTES OF THE REGULAR MEETING OF THE CITY
COUNCIL OF THE CITY OF OCOEE, FLORIDA HELD
NOVEMBER 3, 1964
Present: Councilmen: Marsden, Pounds, Miller, Bracewell and Reid
Mayor Howell
Absent: None
The meeting was called to otder by Councilman Reid at 10:45 P.M.
The minutes of the last regular meeting held October 20, 1964
were read and approved.

Councilman Marsden made a motion that Council approve the follow-
ing bills. Councilman Miller seconded the motion. Voted and
carried.

Councilman Pounds made a motion to accept the counting of the I
election board for the regular City election held November 3, 1964
and read by the Clerk of the Election Board to elect three
Councilmen for the term of two years: The total number of votes
cast were 5$3 which read as follows: For Councilman Group 3:
Betty Salisbury Hager 323, J. W. Reid 252; Group 4: Edwin H.
Pounds, 40$, W. L. Whitehead 170; Group 5 Earnest Pat Patterson 445
Barbara G. Wilson 115. Making the gighest number for Betty
Salisbury Hager, Councilwoman Group 3, Edwin H. Pounds, Council-
man Group 4 and Earnest Pat Patterson Councilman Group 5.
Councilwoman Hager and Councilmen Pounds and Patterson are
duly elected for Councilmen for the term- 6f.':two (2) years.
Councilman Marsden seconded the motion. Councilmen Pounds,
Marsden, Miller and Bracewell voted YES. No NO'S. Carried
unanimously.
Councilman Pounds made a motion that the Council obtain a conver-
tible to ride in the Winter Garden Christmas Parade. Councilman
Marsden seconded the motion. Councilmen Pounds, Marsden, Miller
and Bracewell voted YES. No NO'S. Carried unanimously.
Councilman Pounds made a motion to authorize Councilman Bracewell
to replace all damaged property at the shuffleboard court to the
same condition as when built. Councilman Miller seconded the
motion. Councilman Pounds, Marsden, Miller and Bracewell voted
YES. No NO'S. Carried unanimously.
Councilman Pounds made a motion to let Councilman Miller have all
City signs repainted at his own discretion. Councilman Marsden
seconded the motion. Councilmen Pounds, Marsden, Miller and Brace-
well voted YES. No NO'S. Carried unanimously.
There being no further business Councilman Marsden made a motion
to adjourn this meeting. Councilman Miller seconded the motion.

Miller and Bracewell and Mayor Howell.
Absent: None
The meeting was called to order by Mayor Howell.
At this time the Mayor, Raymond G. Howell, administered tbeJoath I
of office to the newly elected Conncilwoman Betty Salisbury Hager,
Councilman Edwin H. Pounds and Earnest Pat Patterson.
Councilman Bracewell made a motion to nominate Councilman Pounds as
Chairman of Council. Motion died for lack of a second.
Councilman Pounds made a motion to nominate Councilwoman Hager as
Chairman of Council. Councilman Miller seconded the motion. Council-
men Pounds, Miller, Patterson and Bracewil voted YES, No NO'S.
Carried unanimously.

" Councilman Bracewell made a motion to nominate Councilman Pounds
?, as Vice-Chairman of Council. Councilman Miller seconded the

1~,The meeting was called to order by Councilwoman Hager at $:00 P.M.
)Cl'.A.t this time the Chairman of the Council appointed the following as
(J" Chairman,. and vice=chairman of the various departments:
~ Councilman Patterson as chairman of Water Department and Council-
,;; man Miller as Vice-Chairman.
, Councilman Miller as chairman of Street Department and Council-
,.5 man Brc..cewell as vice-chairman.
'~'Councilman Bracewell as chairman of Sanitation Department and
"" Councilwoman Hager as vice-chairman.
d~ Councilman Pounds as chairman of Fire Department, Building In-
spector, and maintenance of buildings and Councilman Patterson
~ as vice-chairman. .
. Councilmen Pounds, Bracewell and Miller as Planning and Zoning

Councilmen Patterson, Pounds and Councilwoman Hager were appointed
in charge of purchasing equipment.
Councilman Pounds made a motion to retain Barbara Hooks as City Clerk.
Councilman Miller seconded the motion. Councilmen Pounds, Miller
Patterson and Bracewell voted YES. No NO'S. Carried unanimously.
Councilman Pounds made a motion to retain ~tr. Ben Griffin as City
)1 Municipal Judge, on the Mayor's recommendation. Councilman
Patterson seconded the motion. Councilmen Pounds, Patterson,
Miller and Bracewell voted YES. No NO'S. Carried unanimously.
hCouncilman Patterson made a motion to retain Spencer C. Cross as
1 City Attorney, Councilman Pounds seconded the motion. Councilmen
,Pounds, Patterson, Miller and Bracewell voted YES. No No;S.
(If Carried unanimously.
\ 'Councilman Miller made a motion retain James T. Vandergrift as ~U
\~Fire Chief. Councilman Pounds seconded the motion. Councilmen ~
[ITPounds, Patterson, Miller and Bracewell voted YES. No NO'S.
~\Carried unanimously.

Councilman Bracewell made a motion to rehire J. I. Jernigan, Otis
Hensley, and Roy D. Richards on the Sanitation Department. Council-
man Pounds seconded the motion. Councilmen Pounds, Patterson, Miller
and Bracewell voted YES. No NO'S. Carried unanimously.
Councilman Miller made a motion to rehire George Harper, Melvin Smith,
Bennie Oliver, and H. C. Wade on the Street Department. Councilman
Pounds seconded the motion. Councilmen Pounds, Patterson, Miller
and Bracewell voted YES. No NO'S. Carried unanimously.
Councilman Patterson made a motion to rehire Sam Oliver and O. G.
Smith on the Water Department. Councilman Miller seconded the
motion. Conncilmen Pounds, Patterson, Miller and Bracewell voted
YES. No NO'S. Carried unanimously.

Councilman Pounds made a motion to rehire Leroy Turner, William
R. Hager, Fred Daughtry and Aubrey Starling on the Mayor's recommend-
ation, on the Police Department. Councilman Bracewell seconded
the motion. Councilmen Pounds, Patterson, ~liller and Bracewell
voted YES. No NO'S. Carried unanimously.
Councilman Bracewell made a motion to rehire Carl Sanders as a
versatile employee, on a temporary basis, with Councilman Bracewell
to be in charge of him. Councilman Pounds seconded the motion.
Councilmen Pounds, Patterson and Bracewell voted YES. Councilman
Miller refrained from v.oting. Notion was carried.
Councilman Miller made a motion to write a letter to the pe9ple
still oweing for brick and remind them the brick will have to be either
paid for in full or arrangements made for paying for them within
30 days. Councilman Pounds seconded the motion. Councilmen Patterson,
Pounds, Miller and Bracewell voted YES. No NO'S. Carried unanimously.
Councilman Bracewell made a motion to table the discussion of hiring
a fourth full-time policeman until a more feasible time. Councilman I
Pounds seconded the motion. Councilman Pounds, ,-Patterson'; Miller-and -
Bracewell voted YES. No NO'S. Carried unanimously.
Councilman Bracewell made a motion to get three or more bids for
repainting the top of the fire station. Councilman Patterson sec=
onded the motion. Councilmen Bracewell, Pounds, Patterson and
Miller voted YES. No NO'S. Carried unanimously.
There being no further business Councilman Pounds. made a motion to
adjourn this meeting. Councilman Patterson seconded the motion.
Thereupon Council adjourned at 10:00 P.M.
