The council must be of seven members, one clerk, and one Sergeant-at-Arms. . There will be a maximum of five topics per agenda and, if time is granted, the public may voice their opinions and topics. = Meetings will be held on the second Tuesday of each month from the hours of 6:30 p.m. to 8:00 p.m. (18:30-20:00 hours). . Per each meeting, there must be a minimum of five chairs and the Sergeant- at-Arms must be present along with the Clerk, unless extreme circumstances are present. . All voting from the council will be based upon a majority vote of 517 or, when the chairs are absent, 3/5 or 4/6 majority vote will be used in place of those absent. Section n . While the meeting is in session, the Speaker of the Council will maintain Quonun within the room. . No council member shall be absent from any meetings unless notified ahead of time. In order to be eligible to vote, a voter must be a resident of the City of Ocoee and between the ages of 14 through 17. . In order to run for a chair, the candidates must be between the ages of 15 through 17, must have a minimum of a 2.9 GP A, must have passed the Florida Comprehensive Assessment Test, and must have a letter of t-,.:;:umm.endation from anyone from the age of 21 and up (except family relatives). .
