Subject: Reappointments to the Planning & Zoning Commission (three-year terms).
Background Summary:
On February 9, 1999, Ordinance No. 99-09, was adopted requiring nine (9) members that must be City residents for the
Planning and Zoning Commission and five members are needed to meet the quorum requirement.
The tenns of Members Jim Sills and Darlene Rhodus have expired, and they have both indicated an interest in being
considered for reappointment. In 2008 Member Sills has attended 8 of 8 meetings, and Member Rhodus has attended 5 of 8
meetings. There are currently three applications from Ocoee Residents Michael Elliott, Angel de la Portilla, and Carolyn
Alexander who have also indicated an interest in being a member of the Planning & Zoning Commission.
Issue:
Should Members Jim Sills, and Darlene Rhodus be reappointed or Ocoee Residents Michael Elliott, Angel de la Portilla,
and Carolyn Alexander be appointed to the Planning & Zoning Commission?
Recommendations
Staff respectfully recommends that the Honorable Mayor and City Commissioners consider reappointing Members Jim
Sills, and Darlene Rhodus or appointing Ocoee Residents Michael Elliott, Angel de la Portilla, and Carolyn Alexander to
serve on the Planning & Zoning Commission for a three-year tenn ending February 2012.

I recently retired after a long and productive career in various professions and I am very
interested in serving on a board for the City of Ocoee.
I attended West Virginia University and have taken numerous classes over the years to
further my education. My husband and I have been active members of the community
since the middle 1960's and raised our family here. I was a substitute teacher for
Orange County public schools and did the majority of my teaching in the Ocoee schools.
I had a high level professional job as Executive Secretary to the Regional Vice President
and Managing Director of the Hyatt Regency Grand Cypress. In this position, I definitely
used and perfected my "people" skills.
One of my most rewarding jobs of my career was as the Development Review
Coordinator in the Planning Division of the Community Development Department for the
City of Ocoee. I definitely know the inner workings of the City and feel that my
knowledge and expertise would be an asset on any of the boards.
