MINUTES OF THE REGULAR MEETING OF THE CITY
COUNCIL OF THE CITY OF OCOEE, FLORIDA HELD
NOVEMBER 16, 1965
Present: Councilwoman Hager; Conncilmen: Pounds, Patterson,
Yayor: Howell Miller & Bracewell

The meeting was called to order by Councilwoman Hager at 8:00 P.M.
The minutes of the last regular meeting held November 2, 1965 and
the special meeting held November 4, 1965 and the special meeting
held November 9, 1965 were read and approved.
Conncilman Miller made a motion that Council approve the following
bills. Councilman Bracewell seconded the motion. Voted and
carried.

Mr. W. H. Wurst was present to report his findings on the Police-
man's Liability Policy, covering false arrest or suits a~ainst
the City or damages done by policemen. The premium was ~35.00 for I
each regular ~oliceman and $12.00 for each reserve policeman or
a minimum of ~500.00 per year.
Councilman Miller was authorized to repair West Avenue in front
of the Starke take Baptist Church.
The Mayor reported that Mr. Clifford Freeman, County Commissioner,
had informed him that he thought the extended area service of the
Florida Telephone Corporation would be in service within a year
due to the Walt Disney Interprises to be built in this area.
The Clerk was instructed to write a letter to the Flaida Public
Utilities 60mmission endorsing our approval of the extended area
service.
The Mayor r~ported that the new Police car was delivered: but was
not the police special that was ordered. It was returned for
the correct one.
The Mayor called a special meeting to be held Saturday, November
20, 1965 in regard to hiring a new policeman to replace Ray Webb.
Councilman Miller made a motion to authorize Florida Power Corp-
oration to erect three (3) 7,000 lumen street lights on Lyman
Avenue. Councilman Pounds seconded the motion. Councioman
Patterson, Pounds, Miller and Bracewell voted YES. No NO'S.
Carried unanimously.
The Council discussed the ownership of the strip ~land between
the Bank of West Orange and the Silver Star Road, on which the
well islocated. Our City Attorney, Spencer C. Cross was to check
the deeds given to the City to determine the owners.
Councilman Bracewell asked why the property adjacent to the City
limits was not-brought into the City. Spencer C. Cross, city
attorney informed him that it would be ruled unconstitutional to
try to bring the property into the City without the property
owners consent. He suggested that the Senators and Represent-
atives from this area be invited to a special meeting of the Council
to discuss revising theOcoee City Limits in the legislator.
Councilman Bracewell made a motion that all dwellings confirm with
our Sanitary Department Ordinance #411 of paying $1.00 for each
unit rented. Councilman Pounds seconded the motion. Councilman
Patterson, Pounds, Miller and Bracewell voted YES. No NO'S.
Carried unanimously.
Councilman Patterson made a motion that all apartments without
separate bathrooms be charged $1.00, per unit and all apartments,
trailers, and separate houses with separate bathrooms be charged I
the minimum charge of $2.50 plus tax on each unit plus the water
used, when there are more than one house or apartment on one
meter. Councilman Miller seconded the motion. Councilmen Pounds,
Patterson, Miller and Bracewell voted YES. No NO'S. Carried
unanimously.

At this time the Chairman of the Council appointed the following
as Chairman and vice~chariman of the various departments:
Councilman Bracewell as Chairman of the Street Department and
Councilman Patterson as vice-chairman.
Councilman Miller as chairman of the Sanitation Department and
Councilman Bracewell as vice-chairman.

Councilman Patterson chairman of the Water Department and Conncil-
man Miller vice-chairman.
Councilman Pounds chairman of the Fire Department and Conncilwo-
man Hager vice-chairman.
Councilman Pounds as building inspector and maintenance of vuildings
and Councilman Miller as vice-chairman.
There being no further business Councilman Patterson made a motion
to adjourn this meeting. Councilman Miller seconded the motion.
Thereupon Council adjourned at 11:05 P.M.

MINUTES OF THE SPECIAL MEETING OF THE CITY
COUNCIL OF THE CITY OF OCOEE, FLORIDA HELD
NOVEMBER 20, 1965
Present: Councilwoman Hager; Conncilmen:

The meeting was called to order by Conncilwoman Hager at 12:15 P.M.
The purpose of the meeting was stated by Mayor Howell; to fill
the vacancy in our Police Department. He presented Mr. Charles
Sanders to the Council for their approval to fill this vacancy.
Councilman Patterson made a motion to hire Charles Sanders a s
Policeman of the City of Ocoee, on the Mayor's reccommertdation
for a 30 days trial basis, providing he pass a ppysical exami-
nation. Councilman Miller seconded the motion. Councilmen
Patterson, Miller and Bracewell voted YES. No NO'S. Carried
unanimously.
There being no further business Councilman Patterson made a
motion to adjourn this meeting. Councilman Bracewell seconded
the motion. Thereupon Council adjourned at 12:25 P.M.
