MINUTES OF THE REGULAR MEETING OF THE CITY
COUNCIL OF THE CITY OF OCOEE, FLORIDA HELD
DECEMBER 7, 1965
Present: Councilwoman Hager, Councilmen: Pounds, Patterson,
Mayor Howell Miller & Bracewell
Absent: None
The meeting was called to order by Councilwoman Hager at 8:05 P.M.
The minutes of the last regular meeting held November 16, 1965 and the
special meeting held November 20, 1965 were read and approved with
the exception of Spencer C. Cross correcting his statement con-
cerning annexation of property. He stated that if the City should
annex property without the owners consent and they should go to
court about: it the court would rule it unconstitutional.
Councilman Miller made a motion to apy all the bills that are in
order and approved by the department chairmen. Councilman Brace-
well seconded the motion. Voted and carried.

City Attorney Spencer C. Cross was to write the Secretary of State
asking for a ~opy of the recent bill passed in the legislator per-
taining to new parcels 9t property that have been annexed into the
City limits.
Councilwoman Hager reported that the disagreemane between the City
and Ralph Floyd should be settled as to who owns t~e ditch by his
house and the portion of Lee Street that borders h1s property.
Spencer C. Cross, City attorney, was to contact Mr. Floyd and have
the abstract brought up to sate to determine the owners.
The Clerk was to write Tommy Darden informing him of the outstand-
ing paving assessment doe on his property in Ocoee, formerly be- I
longing to his mother Mrs. Pearl Tucker. .
The Council decided to have a log book for each telephone ('. .....
so that records of all calls would be made. Councilman Patterson
was to obtain a book for this purpose.
Councilman Miller made a motion for the City to call in $5,000.00
of Ocoee Refunding Bonds from the Crummer Company. Councilman
Pounds seconded the motion. Councilmen Patterson, Pounds, Miller
and Bracewell voted YES. No NO'S. Carried unanimously.
Councilman Pounds made a motion to adopt Ordinance #461 being an
ordinance ascertaining the amount necessary to operate the City
of Ocoee, Florida, for the fiscal year beginning November 1st, 1965
and ending October 31st, 1966. Councilman Miller seconded the
motion. Councilmen Patterson, Pounds, Miller and Bracewell
voted YES. No .NO'S. Carried unanimously.
Councilman Miller made a motion to adopt Ordinance #462 being an
ordinance fixing the rate of taxation for theCity of Ocoee, Fla.
for the fiscal year beginning November 1st, 1965 and ending
October 31st, 1966. Councilman Bracewell seconded the motion.
Councilmen Patterson, Pounds, Miller and Bracewell voted YES. No
NO'S. Carried unanimously.
Councilman Patterson made a motion to adopt Ordinance #463 being
an ordinance levying a tax upon taxable property within the City of
Ocoee, Flo~ida, for the fiscal year beginning November 1st, 1965 ,
and ending October 31st ,1966. Councilman Pounds seconded the
motion. Councilmen Patterson, Pounds, Miller and Bracewell voted
YES. No NO'S. Carried unanimously.
Councilman Miller made a motion to adopt Ordinance #464 being an
ordinance appropriating and allocating the revenue of the City
of Ocoee, Florida, for the fiscal year beginning November 1st,
1965 and ending October 31st, 1966. Councilman Pounds seconded
the motion. Councilmen Patterson, Pounds, Miller and Bracewell
voted YES. No NO'S. Carried unanimously. .
The Council discussed the contract from the Florida Power Corp.
The Clerk was instructed to call Mr. Murvin Lee of the Florida
Power Corporation:..and ask him to meet with Councilman Bracewell to go
over the city streetsl.nd'count the lights.
Mayor Howell recommended a raise for the Police Department. He
suggested a $25.00 raise for Leroy, Turner, Bill Hager, and Gary
Lehman and another $25.00 raise for Gary Lehman at the end of
his first six months, and a $25.00 raise for Charles Sanders when
he had worked 3 months and another $25.00 when he had worked six
months.
Councilman Patterson made a motion to raise the Policemen as the
Mayor had reccommended retroactive to November 1st, 1965. Conncil-
man Miller seconded the motion. Counci~men Patterson, Pounds,
Miller and Bracewell voted YES. No NO'S. Carried unanimously.
Mayor Howell suggested that we get bids on our gas. The council
discussed the possibility of changing our equipment so that we
might use butane gas. Councilman Miller suggested we obtain bids from
the Shell Oil Company, Gulf Oil Corporation and Humble Oil Company
for our Police cars only. The Clerk was instructed to do so.
Mayor Howell recomended to the Council a raise of $20.00 per month
for Mrs. Wilson, school guard at Spring Lake School and $25.00 per
month for Mrs. ' Ethel Mills, radio disp~tcher.

Councilman Bracewell suggested that the Clerk change her lunch hour. The
Council discussed this matter but no definite decision was made.
Councilman Miller made a motion to raise Mrs. Etpel Mills' salary
$25.00 per month retroactive to November 1st, 1965. Councilman Pounds
seconded the motion. Councilmen Patterson, Pounds, Miller and Brace-
well voted YES. No NO'S. Carried unanimously.
Councilman Bracewell made a motion to loan H. C. Wade $75.00 to be
paid back at $10.00 per week. Councilman Pounds seconded the motion.
Councilman Patterson, Pounds, Miller and Bracewell voted YES. No
NO'S. Carried unanimously.
Councilman Bracewell discussed with the Council about moving two (2)
fire hydrants on Flewelling Avenue in order to pave this street.
Councilman Bracewell reported that he had contacted all the people
on Franklin Street about paving this street. Mr. Wellman has
given ~nough land to straighten the curve in Franklin Street. He
also reported that he had begun to contact the people on Rewis St.
to see if they would give a right-of-way to pave Rewis Street.
The Council decided that the 10 gallons of gas given to Mr. ~liller
as Street Department Chairman would be extended to the new chairman.
The Clerk was to contact Mr. J. D. Dollar of the State Road Depart-
ment and Connty Commissioner Clifford Freeman and ask them to meet
with the Council to discuss moving some of the stop signs at ceetain
intersections and stripping the center line through Ocoee to Winter
Garden.
The City Officials were invited to the Christmas Party givenby the
Ocoee Volunteer Fire Department to be held December 18, 1965 at
the Ocoee School Cafeteria. The hams for the party were to be
bought out of the Fire Department budget.
Councilman Pounds was given permission to have a beach dredged
on Lake Moxie.
Councilman Patterson was given permission to buy the needed supplies
for the Water Departme~
Councilman Pounds made a motion that all
members and Mayor be given a $10.00 gift
present. Councilman Miller seconded the

Councilman Pounds made a motion to have the transmission repaired and
buy two new tires for Sam Olivers truck. Councilman Patterson sec-
onded the motion. Councilmen Patterson, Pounds, Miller and Bracewell
voted YES. No NO'S. Carried unanimously.
Councilwoman Hager asked that someone keep the floors in the City
Hall Clean each week. Sam Oliver Volunteered to mop and wax it.
There being no further business Councilman Vrlller made a motion to
adjourn this meeting. Councilman Patterson seconded the motion.
Thereupon Council adjourned at 10:50 P.M.
