The minutes of the last regular meetings held November 1st, 1966 were read and approved. Councilman Miller made a motion to pay all bills in order. Councilman Reese seconded the motion. Mr. Bob Ped5 representing the Lions Club stated that he thgught the Lions Club should have complete jurisdiection over the Center as stated in the by-laws agreed upon between the City and the Lions Club. The City Council agreed to go by the by=laws. Mr. Peck also asked about the liability insurance for the Youth Center, if the people renting the center would be coy.ered in case of an accident. Mr. Wurst, our insurance agent, stated we did have liability insurance on the building and surrounding properties .but he would have to contact the company to get a complete clarification of the policy. This matter was tabled until Mr. Wurst could find out this information. Mr. Peck stated the Lions Club was having the Youth Center ceiled and painted on the inside for $252.00. Mr. Van Duzor and Mr. W. F. Barton were present in regard I to taxes on their property. They had filed for homestead in the County and were not given homestead in the City, as. it was not designated on our tax roll that that they had appled. The Clerk was instructed to give homestead if the property owners'were given hemestead exemption in the County. Councilman Bracewell expressed his appreciation for the supper invitation extended to the Council by Spencer C. Cross. Councilman Miller made a motion to issue a permit to Sears, Roebuck and Co., for a fence to be erected on Lot 47 in Brent- wood Heights. Councilman Reese seconded the motion. Council- men Hamby, Reese, Miller and Hager voted YES. No NO'S. Carried unanimously. The Clerk was instructed to order booklets conserning the increase in Social Security Tax beginning January 1, 1967. An invitation was received from Winter Garden Chamber of Com- merce invithg the City Officials to ride in their Christmas Parade on December 2, 1966. The Clerk was instructed to ack- nowledge this letter informing them we will participate if at all possible. Councilman Hager made a motion to discontinue the water and I garbage bill from the Woman's Club of Ocoee as long as they furnish this building for the Health Clinic for the citizens- in the surrounding area. A letter from Mr. A. H. Maluom was received protesting the annexation and taxation of some of his properties within the City limits, and asking for reconsideration on rezoning part of his properties. He also enclosed a letter from James E. Russell Jr., concerning the easement dedicated to the City of Ocoee on the North side of Brentwood Units 2 & 3. The Clerk was in- structed to write Mr. Malcolm thanking him for the letter from Mr. Russell. I The Clerk was instructed to write the State Road Department asking them about the paving State Road #439 which was their understanding was to have already been paved. Councilman Miller made a motion to start Council meetings at 7:00 P.M. on the First and Third Tuesdays of each month begin- ning December 6, 1966. Councilman Reese seconded the motion. Councilmen Hamby, Reese, Miller and Hager voted YES. No NO'S. Carried unanimously. The Clerk was instructed to write a letter to Atlantic Coast Line Railroad asking them to repair all railroad crossings in the City Limits of Ocoee. At this time the Chairman of the Conncil appointed the following as Chairman and vice-chairman of the various departments: Councilman Miller as chairman of the Street Department and Councilman Reese as vice-chairman. Councilwoman Hager as chairman of the Water Department and Councilman Bracewell as vicechairman. Councilman Hamby as chairman of the Fire Department and Councilman Miller as vice-chairman. I Councilman Reese as chairman of the Sanitation Department and Councilman Hamby as vice-chairman. Councilmen Hager, Reese, and Hamby were appointed on the zoning board. Councilman Reese was appointed as building inspector. Councilman Miller was appointedm charge of Equipment. Councilman Hamby was appointed in charge of maintenance. The entire Council was appointed to sit as an appeal board. Mayor Raymond G. Howell recommended that the Council rehire Leroy Turner as Chief of Police. Councilwoman Hager made a motion to accept the Mayor's recommendation. Councilman Miller seconded the motion. Councilmen Hamby, Reese, Miller and Hager voted YES. No NO'S. Carried unanimously. The Mayor read the monthly report of the Ocoee Police Department submitted by Leroy Turner. Councilman Miller made a motion on the Mayor's Recommedrlation to rehire Bill Hager, Fred Daughtry and Adron Claunch as patrolfuann of the City of Ocoee and Margaret Freeman as School guard at Spring Lake School. Councilman Hamby seconded the motion. Councilmen Hampy, Reese, Miller and Hager voted YES. No NO'S. Carried unanimously. Spencer C. Cross, Attorney, recommended that the City Have an ordinance drawn zoning the City. Councilwoman Hager reported that a request had been made by the Post office to take in the new territpry from the Winter Garden Route. I Councilmoman Hager read an article concerning the lmerican Legion selling key cards to their club next door to the City Hall. She made a recommendation to revoke their license un- til they show show proof possitive that they are willing to co-operate with the City of Ocoee in not allowing anyone to enter the club except members and their friends when accompanieddby a member. Councilman Miller made a suggestion that the Clerk write Com- mander Strine and~k him to come to the next Council meeting and show cause why their license should not be revoked. State in the letter that he agreed in a meeting held October 18, 1966 to call in all card keys with the exception of the members. The Council agreed to notify Holloway Materials Corp. that the City will close 0perations of their batch plant until a building permit and a license is obtained and until they erect a redwo0d fence as they agreed to do so. Councilwoman Hager asked about amending Ordinance #448 to require any installing any conduits, pipes, poles and etc. to replace the property as they found it. Spencer C. Cross stated that we should specify on the permit that they are to do so. Councilwoman Hager made a m0tion to reimburse the Reserve Police I members for their uniform jackets, not to exceed $16.00 each. Councilman Reese seconded the moti0n. Councilmen Hager, Miller, Reese and Hamby voted YES. No Nons. Carried unanimously. Councilman Reese stated he thought the policeman on duty should contact anyone coming into town to do work and make sure they have the proper license and permits. Councilwoman Hager made a motion to rehire Barbara Hooks, as City Clerk, Councilman Hamby seconded the motion. Councilmen Hager, Hamby, Miller and Reese voted YES. No NO'S. Carried unanimously. There being no further business Councilman Miller made a motion to adjourn this meeting. Councilman Hamby seconded the motion. Thereupon Council adjourned at 10:30 P.M. Attest: &L~~ ~ Clerk , / I I
