MINUTES OF THE REGULAR MEETINGOF THE CITY
COUNCIL OF THE CITY OF OCOEE, FLORIDA HELD
DECEMBER 6, 1966
Present: Councilwoman Hager; Councilmen: Hamby, Reese, Miller & Bracewell
Mayor Howell
Absent: None
The meeting was called to order by Councilman Bracewell at 7:05 P.M.
The mintes of the last regular meeting held Novemeer 15, 1966 were
read and approved.
Mr. Pitt Varnes was present to discuss with the Council about getting
the Ocoee Hills Road paved. Mr. Clifford Freeman, Orange County
Commissioner was also present and he stated the County WQuld pave
this road for approximately $),000.00, but they would be unable to
pave it for about 6 months. The Clerk was instructed to draw up
separate contracts for eabh of the people who owns property on this
road.to sign agree:Lng'~ to pay their share.
The Clerk was instructed tq write Cliff Freeman asking for a flash-
ing light at Bluford and StIver Star Road and for a trlffic0light
at Minorville on Highway 50.
Ray Wood was present to tell the Council the functions of the Teen
Council.
Councilman Miller made a motion that Council approve all bills
in order. Councilwoman Hager seconded the motioQ. Voted and carried.

Mr. Groo and Mr. Fritz of Michaels Engineering Co. was present to
discuss with the Council the water line and the propposed water
tank to be installed on Kissimmee Avenue. Councilwoman Hager made
motion to authorize Michaels Engineering Co. to draw up plans and
specifications for the 250,000 gallon elevated tank. Councilman
Miller seconded the motion. Councilmen Hager, Miller, Reese and
Hamby voted YES. No NO'S. Carried unanimously.
Scotty Vandergrift was present to ask the City to help pay for new
lights on the Little League Field. He asked that they give the
Little League $2,500.00 for the oldlights now on the field. This
discussion was tabled until January 3, 1967 ~efore the Council
reached a decision.

Mr. Bobby Sasser was present to find out the decision of the
Council on issuing the permit for the church to be built on
Wurst Road. Councilman Hager made a motion to issue them a
permit when they show a commitment for the finanicial part of the
church, providing they finish within a reasonable length of time
not to exceed a year. Councilman Miller secrnded the motion.
Councilmen Hager, Miller, Hamby and Reese voted YES. No NO'S
Carried unanimously.
Gommander Strine of the American Legion Post 109 presented Mr.
Herbert Gillis to represent them conserning the license8for
the Legion. He stated they intended to operate as their license
were issued, but they would like to submit more detailed plans
of what they would like to do in the future.
Councilwoman Hager stated that she recommended that i~ they do
nmt comply with the newproposal that their li.cense be revoked
permanently. Mr. Gillis was to present these proposals at our
next meeting.

Dorothy Flewelling asked about Harry Flewelli.ng having to pay
a one-half years license for only 2 months operations of the
Pool Room. She was informed that w91)could not issue anything
less than a half year license according to our .City ordinance.
Richard Doss asked about what the City was going ~o do about
restoring his driveway to its original shape on Kissimmee.~ve.
The Council assured him that this would be repaired.

Councilman Miller made a motion that the City adopt the new County
rates on the Electrical Permits. Councilman Hamby seconded the
motion. Councilmen Miller, Hamby, Hager and Reese voted YES. No
NO'S. Carried unanimously.
Councilwoman Hager made a motion to increase Mr. William Stinnett,
Electrical Inspectlbrs fee $1.00 per inspection. COl. ncilman Miler
seconded the motion. Councilmen Hager, Miller, Hamby and Reeee I
voted YES. No NO'S. Carried unanimously.
A letter was read from Mr. Ben Griffin to ask is the City would
like any changes made during the Orange County Degiglat~ve
Delegation. No deffinige dec~siQns were maee at this time.
Councilman Hager reported she had an application from Robert Williams
for the water department. She was given permission to offer him
$90.00 per week for the job.

Councilman Hamby made a motion to issue a permit for a fence to
Robert Vdaudry and a permit for a carport to Harland Byron. Council-
man Reese seconded the motion. Councilmen Hamby, Reese, Hager and
Miller voted YES. No NO"S. Carried unanimously.
Councilman Bracewell discussed with the Council about writing up a
form letter to be written to all newpeople comeing into the City
welcoming them and informing them of some of the operations of the
City. No action was taken.
There behg no further business Councilman Hamby made a motion to
negess this meeting until Thunsday at 7:00 P.M. Councilman Hager
seconded the motion. Thereupon Council recessed at 10:55 P.M.

MINUTES OF THE RECESSED MEETING OF THE CITY
COUNCIL OF THE CITY OF OCOEE, FLORIDA HELD
DECEMBER 8, 1966
Present: Councilwoman Hager; Councilmen: Miller, Reese, Hamby &
Mayor Howell Bracewell
Apsent: None
The recessed meeting was called to order by Councilman Bracewell
at 7:10 P.M.
Mr. Willard Grogan was present to obtain a permit to erect a
patio onto his trailer. He was given permission to do So by
the Council.
Councilman Reese made a motion to put on the penmits that no
permit is valid after one year from date of permit. Cancilman
Miller seconded the motion. Councilmen Reese, Miller, Hamby and
Hager voted YESj No NO~S. Carried unanimously.
Councilman Hamby made a motion to issue a permit to Noble Riner
to build a patio:: on his trailer. Councilman Reese seconded the
motion. Councilmen Reese, Hamby, and Miller voted YES. Council-
woman Hager voted NO, as it was not complying with Ordinance #392,
that no plans were issued to the City Council for approval. Motion
was carried
CounOlman Miller made a motion to issue a permit to the Pentacostal
Holiness Cnurch of Jesus Christ on Wurst Road. Councilman Reese
seconded the motion. Councilmen Miller, Reese and Hamby voted
YES. Councilwoman Hager voted NO as it was in violation of
Ordinance #392. Motion was carried.
The Mayor presented a map of the City of Ocoee and stated the
man who drew wanted $170.00 for his work on the ma~ and would
print us 3,000 maps. There was several mistakes in the street
names and the Council would not accept it as it was. The Mayor
was to ask the man to attend the next meeting to correct the
mistakes.
Councilman Hamby made a motion to call in $7,000.00 iQ Ocoee
Refunding Bonds. Councilman Miller seconded the motion. Council-
man Hamby, Miller Hager and Reesevoted YES. No NO'S. Carried
unanimously.

Councilwoman Hager suggested that the/amount of easement be
put on the fence permits and inform the people that half this
easement is to be left on their proper~y when erecting a fence.
Spencer C. Cross, Attorney stated fuat he was not sure our
Ordinance on fences was constitutional. He was to check into
this and report back at next Council meeting and if it was not
constitutional tell us how we can remove this ordinance from the
books.
Spencer C. Cross was to write Holloway Materials Corp. and inform
them that they have not complied with their agreemenu with the City
to erect a redwodd fence and beautify their property.
