HomeMy WebLinkAbout12-20-1966 I I I MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF OCOEE, FLORIDA HELD DECEMBER 20, 1966 Present: Councilwoman Hager: Councilmen: Hamby, Reese, Miller & Bracewell Mayor Howell Absent: None The meeting was called to order by Councilman Bracewell at 7:10 P.~. The minutes of the regular meeting held December 6, 1966 and the recessed meeting held December 8, 1966, were read and approved. Councilman Miller made a motion that Council approve all bills in order. ~ Councilman Hamby seconded the motion. Voted and carried. (A) FROM GENERAL FUND: Leroy Turner - Police Dept. His plans were turned over to the zoning and planning board for approval or disapproval. Mr. E. A. Murray asked the Council if it was necessary to hire an full-time city attorney. No action was taken on this matter. .. Ray Wood, presidentof the Teen Council asked all City officials to attend the dances at the f,outh Center. Mr. Herbert Gillis, presenting the American Legion, presented a new proposal for the Legion on how they intend to operate in the future if their license is reissued. Councilman Hamby made a motion to issue the licenses and accept the proposal if it meets with the. approval of the City Attorney and with the following inserts: That they comply with the State Beverage Commission Regulations Restrict any card holder who is not a member from bringing any person into the Legion unless accompanied by a member. Councilwan Reese seconded the motion. Councilmen Hamby, Reese and Miller ~oted YES. Councilwoman Hager voted NO because this con- stitutes an open bar. Motion was carried. Councilwoman.Hager made a motion to accept our insurance polities from W. H. Wurst Agency for 1967 w~th nates subject to our approval. Councilman Miller seconded the motion. Councilmen Hamby, Reese, Miller and Hager voted YES. No NO'S. Carried unanimously. Councilman Hamby was given permission to obtain bids for doors for the fire station. I Councilman Hamby asked about the l~hts at the Youth Center. Council- man Miller was to check with the Lions Club to see what lights they were going to install before we authorize any lights to be installed by the Florida Power Corp. Councilman Hamby made a motion that the City should pay for one police reserve at $5.00 per night, oner'night each week to work the dances at the Youth Center to be charged to the police dept. Councilman Reese seconded the motion. Councilmen Hamby, Reese, Miller and Hager voted YES. No NO'S. Carril~d unanimously. Councilwoman Hager made a motion to accept the City Policy Proposal (Copy attached). Councilman Miller seoonded the motion. Councilmen I Hager, Miller, Reess"and Hamby voted YES. NO NO'S. Carried unanimously. Councilman Hamby made a motion to instruct the Clerk to write attorneys in Winter Garden in regard to our City Attorney vacancy and fnforming them of our pay rate and the duties of attending Council meeting. Councilman Miller seconded the motion. Council- men Hager, Miller, Reese and Hamby voted YES. No NO'S. Carried unanimously. The Council discussed having an overhead sign erected over High- way 50 at Minorville instead of the one now erected there. Council- man Miller was to contact Mr. Dollar of the State Road Department about erecting a sign there. Councilman Miller was asked to remind Ocoee Builders and Uvelopment Co. about bringing our City equipment back. The Clerk was instructed to send Winter Garden Council a copy of our or~inance annexing the Winter Garden Road into our City Limits. Councilwoman Hager reported that the Athletic Association wants permission to have boat races on Starke Lake This summer. This permission was given. Councilman Miller made a motion to write Mr. Phillians of Food Machinery Corporation, that we will reimburse them for the labor on Bying the water main from their water bill. Councilman Reese seconded the motion. Councilmen Miller, Reese, Hamby and Hager voted YES. No NO'S. Carried unanimously. Councilwoman Hager reported that she had employed a man on the water department. Raymond G. Howell, Mayor made a recommendation to increase all policemen salaries $50.00 per month and that new policemen be hired.at $350.00 starting salary. Councilman Miller maqe a ~otion to raise them $25.00 per month and give Fred Daughtry h~s r~~se d~e in 3 months service. Councilman Reese seconded ~he mot~on. Councilmen Hamby, Reese and Miller vote~ YES. Counc~lwoman Hager refrained from voting. Motion was carr~ed. I I I I Mayor Howell recommended that Margaret Freeman, School Guard and Ethel Mills, radio operater be given a $25.00 per month raise. Councilman Hamby made a motion that this be tabled until next meeting. Councilman Miller seconded the motion. Councilmen Hamby, Reese, Miller and Hager voted YES. No NO'S. Carried unanimously. There being no further business Councilman Hager made a motion to adjourn this meeting. Councilman Miller seoonded the motion. Thereupon Council adjourned at 10:40 ~.M.
