MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
CITY OF OCOEE, FLORID~. HELD May 27, 1969

Comm. Vandergrift motioned dispense with reading of minutes of last
meeting. Comm. Miller seconded. No No's. Motion carried.
Comm. Vandergrift motioned all bills in order be paid. Stinnett seconded.
Two men appeared before council from Kat-Pak Personality Boats, Inc.
2809 Overlake Ave, Orlando to inquire about license and permission to
put up a temporary sales office on the point on the West side of the lake
to sell and rent :sail-boats and kyaks, (no motors to be involved). They
would put up a portable metal building for an office and boat storage.
Council asked them to corne back to next meeting with plans of building
restroom facilities for office as no septic tanks are permitted there.
Vandergrift told them the license would be $20.00 for the year if they
voted to permit the operation. Reese said council would have to see
what the people living near that area wanted.
A delegation of 4 women from the Ocoee Little League appeared before
council with Mrs. Lee Hughes acting as spokesman for the board of
directors regarding the building of the new \ snack bar adjacent to the
old one at the Little League Field. Mrs. Hughes said they would like
to know when the new stand would be ready to open, as Ocoee is host to
the Florida Sheriff's Boys Ranch on July 4th for a benefit game and it
will take several days to move the equipment over. She wanted to know
how much more it was going to cost than originally agreed upon.
Comm. Stinnett stated that the work had come to a stop because they had
been unable to set a time for Fla. Power to shut off power for sufficient
time to ftransfer wiring from old building to new building and this
had to be done before the other work could progress. Mrs. Hughes said
that on the blueprint it called for all new equipment and wiring to be
used. There was discussion between the delegation and Nathan Reese as
contractor concerning dissatisfaction with certain parts of the building
Mrs. Hughes asked Council why the City did not advertise for bids for
the building and why only one contractor, .rv~. Reese was considered and
given the contract at his bid.
Comm. Miller motioned the problem be tabled as this did not concern the
city. Comm. Stinnett replied that it did as the City owns the property.
Mayor Minor asked for the discussion to be tabled until some of the men
representatives of the Little League could be present and asked Comm.
Reese to install the outside doors on the building the next day to prevent
children from" going up the stairs inside the building and jumping from
the roof to the old snack bar. Comm. Reese said he would take care of
it. Mrs. Hughes said they would cancel the night games the week of June
16 in order for the electricity to be transferred and Mr. Reese said the
building would be ready for use the end of that week.
Elmer Kerr, electrician and Roger Henry, plumber and several other
tradesmen from the City appeared before council and wanted to know why
they weren't allowed to bid on the city project at the Little League
field and were not permitted to look at the blueprints. Reese stated
he-took. 3 bids from" out, of" town. plumbers after he "was-gi vEm
general" contractor and- took Stinnett"'s bid as- electrician.
Kerr said they all had bought city licenses and permits and
understand why the city would not let them have a chance to
the- job as
Henry, and,
could not
bid on the
job.
Miller reported all streets were now finished paving that were started I'
last year and Ocoee Hills Road was well on the way and would be completed
in a few days.
Comm. Vandergrift expressed thanks to the Fire Dept. for assistance in test-
ing the lake for Red Cross swimming lessons and to the Fire Chief for
making the rescue boat available to the health dept. for making bacterial
tests. He also stated a NO Swimming sign should be put up in the canal as
boats speed through there and someone may get hurt . Also recreation program
still not set. Working on several plans.
Comm. Reese stated something should be done about weeds in Starke Lake.
He showed a bulletin from Game & Fresh Fish Commission . He also had talked
to 3 of the men who were city commissioners here when the lake was treated
the last time. They used copper sulphate to get rid of the fungus. Reese
had t'alked to R. C. Potter in Zellwood who said he could drop the copper
sulphate pellets in Starke Lake and Deep Lake at a cost of $1 per acre.
There are about 260 acres in Starke and 40 in Deep. The city would buy
the chemicals. This is supposed to clear the water of moss & weeds and
should not harm the fish except to make their mouth sore for J days.
The chemical will cost about 80~ per pound and 5 lbs should cover one acre.
Reese said he will see what the water control comm. comes up with.
Atty. Hamlin reported developers for Lakeshore Gardens wanted to sign
agreement to core into City and give an advance of $5,000 on water con- I'
nections with an agreement that a rebate of undetermined amount per meter
bought by each new resident.. Hamlin thought rebate him half or all
~connection charge as city had done it for Cliff and other developers in
)'\l the past. The meter cost $48. to the city. 'Plat is finished ready to
i annex. Engineer says sewage being put in for Lakeshore Gardens. He
~ brought a Notice to declare city intention to annex Roper property to
be posted on property. Also City charter almost ready, few changes to be
made. Delegates approved it in Tallahassee and has to go through House.
Has to have legal description of City put on. .
Ben Griffin talked to council about some property Ocoee Developers had
deeded to the city for recreation purposes or garden club nand this hasn't
been used and he would like to request this land be deeded back to them
so they can deed it to the Lions Club to build their own club and let
the Youth Center have the present one. Vandergrift said when they have
their plans ready the city will deed it back to them.
Mayor Minor brought up a request for street lights behind Spring Lake
School. Someone is to talk to County School Board about this.
Reese stated we needed ordinance regulating type of fences to be used in
City as some people were putting up hog wire and scrap boards. Hamlin
said he would look-into it.
The lock on the front door will not work properly. Mayor Minor a~ked
Reese if he would put a new lock on tomorrow, he said he would. Reese
wants to know how much money is left in the street budget from last
year. The clerk said she would check into it.

Mayor Minor said complaint had been made about sp~eders in Security
Circle. Chief Turner said we needed stop signs or speed limit signs.
Miller will see about it.

Frank Howard sent word that a street light was needed at Maurice
Hazen's near his house.
Reese motioned we adjourn. Stinnett seconded . 9:30 PM.
